Spanish bond yields rise to euro-era high

(AP) ? Spain's borrowing costs soared Wednesday to reach their highest level since the country joined the euro Wednesday, close to levels where other debt-stricken countries such as Greece and Ireland have asked for an international bailout.

The interest rate ? or yield ? on Spanish 10-year bonds, a key indicator of market confidence in a country's ability to pay down its debt, shot up 25 basis points Wednesday to 6.67 percent ? matching the level it hit at the height of the eurozone crisis late last year. The yield later fell back to hit 6.66 percent in afternoon trading.

A yield of seven percent is seen by many analysts as unsustainable for a country to continue financing itself over the long term. Meanwhile, the difference between the Spanish bond and the equivalent safe-haven German bunds was a record 5.36 percentage points.

The country's conservative government has introduced harsh austerity measures, including spending cuts on health and education, in an attempt to control the level of its debt relative to the size of its economy.

It is also trying to reassure investors worried that the woes of the banking sector will force the country to require a bailout like those take by Greece, Ireland and Portugal. Spain's banking industry has been saddled with a large amount of unpaid, so-called "toxic", loans on their books following the collapse of the country's real estate bubble in 2008. There is a concern that Spain's government will not be able to find the funds to prop up the sector and keep its economy afloat.

Concerns over Spain's nationalized lender Bankia, and the government's ability to come up with a ?19 billion rescue package for the bank, have sparked the latest round of investor fears over the country.

Earlier Wednesday, the government vehemently denied newspaper reports that the European Central Bank had rejected a Spanish idea to finance a bank bailout and it defended the country as sound.

The Financial Times reported Wednesday the ECB rejected the idea of Spain paying for the ?19 billion bailout of struggling nationalized lender Bankia by using government bonds, which would then be used as collateral for cash from the ECB.

Economy Minister Luis de Guindos, speaking to opposition Socialist lawmakers during a debate in Parliament, denied the report.

"Pay more attention to the Spanish government and less to the Financial Times." De Guindos said. "The government of Spain has not presented any plan to the European Central Bank, nor has the European Central Bank rejected anything in this regard."

Speaking later to reporters in what seemed an impromptu and desperate effort to talk the bond spread down, de Guindos noted that Italy's yield on its 10-year bonds were also sharply up Wednesday.

The minister defended the government as transparent on what it plans to do with the banking sector, heavily laden with billions of euros in toxic assets after the implosion of a real estate bubble. New provisioning requirements to the tune of ?84 billion have been ordered, two independent audits of banks' loan portfolios will take place, and an IMF report will come out in June.

"We will shine the light on what the consequences of the financial crisis have been for the banks," de Guindos said.

He said Spain's bond spread ? at over 530 points now ? are "not very sustainable over the long term" ? will come down once uncertainty over the Greek political situation is resolved. A recent election there failed to produce a government amid discord over EU-mandate austerity that came along with a mountain of bailout money.

De Guindos also insisted that the Spanish treasury is "perfectly well financed" and that aside from money for bond redemptions it needs to carry out just ?3 billion in net debt issuance from now to the end of the year.

The European Central Bank issued a statement saying that it had not been consulted about Spain's recapitalization plans for Bankia and had not expressed a position about them. The statement said the ECB "stands ready to give advice on the development of such plans."

Spain's Ibex 35 stock index was down about 1.53 percent at 6,156.

The European Commission is due to set out its annual economic strategy report Wednesday, when it will issue recommendations for each of the 27 European Union members ? including Spain.

PITTSBURGH (AP) ? Imagine a tiny snake robot crawling through your body, helping a surgeon identify diseases and perform operations.

It's not science fiction. Scientists and doctors are using the creeping metallic tools to perform surgery on hearts, prostate cancer, and other diseased organs. The snakebots carry tiny cameras, scissors and forceps, and even more advanced sensors are in the works. For now, they're powered by tethers that humans control. But experts say the day is coming when some robots will roam the body on their own.

"It won't be very long before we have robots that are nanobots, meaning they will actually be inside the body without tethers," said Dr. Michael Argenziano, the Chief of Adult Cardiac Surgery at New York-Presbyterian Hospital and Columbia University Medical Center in New York.

Argenziano was involved with some of the first U.S. Food and Drug Administration clinical trials on robotic heart surgery more than 10 years ago. Now he says snake robots have become a commonly used tool that gives surgeons a whole new perspective.

"It's like the ability to have little hands inside the patients, as if the surgeon had been shrunken, and was working on the heart valve," he said.

But Argenziano and experts in robotics say the new creations work best when they're designed for very specific tasks. "The robot is a tool. It is no different in that sense than a scalpel. It's really a master-slave device," he said.

Howie Choset has been researching and building robots, particularly snake robots, at Pittsburgh's Carnegie Mellon University for years.

Choset believes that his snake robot and others like it help reduce medical costs by making complex surgeries faster and easier. Choset says his new design is smaller and more flexible than earlier models: The diameter of the head is less than the size of a dime.

The size of surgical robots allows surgeons to operate with far less damage to the body, helping the patient heal faster. For example, instead of opening the entire chest up during heart surgery, a small incision is made, and the robot crawls inside to the proper spot.

Dr. Ashutosh Tewari of Cornell University Medical Center has used robotic tools to perform thousands of prostate operations. He said the precision of the tiny robotic tool is vital not just to cutting out cancerous tumors, but to seeing exactly what nerves to leave intact.

Tewari said he's most excited about the potential for surgical robots to do things humans can't do. He said the variety of sensors available for surgical robots keeps expanding, even as they get smaller. He said they may one day be able to test chemicals or blood in the body, or even the electrical connections in nerves.

Choset has also built larger snake robots designed for search and rescue, or just exploration. They can climb poles or trees and then look around through a camera in the head, and slither through places humans can't reach.

"We sent our snake robots into these caves off the coast of the Red Sea to look for evidence of ancient Egyptian ships," he said. "To me archaeology is like search and rescue, but everyone's been dead for 5,000 years," reducing the pressure.

Another expert at Carnegie Mellon stresses that there's still an enormous gap between humans and even the most high-tech robots. Manuela Velosa noted that robots have been built that excel at one or two tasks ? but not at the variety of tasks humans perform without even thinking.

Velosa has been building robots that ask humans for help when they don't know what to do, as well as teams of robots that play soccer against each other. Sometimes, the robots surprise her.

During one soccer game against robots from another university, the Carnegie Mellon team scored on a particular play. That sent a positive signal to the robot's computers, which are designed to reward success and discourage failures in the game.

Her robots then tried the play again ? and scored again. It turned out they had discovered a programing flaw in the other team of robots, just like some sports teams find a flaw in their opponents.

In the second half Velosa's robot's kept using the same play, scoring every time, and thus reinforcing the tendency to try the play over and over. The robots crushed the other team.

"It was programmed by me, but it looked to me as if they learned," she said. "I believe we are much closer to having robots be able to coexist with humans. The beautiful thing is you see the robots learning."

Over dinner with our beloved Editor-At-Large two weeks ago, Ed and I discussed what we felt was the coming ?post-car? era; rampant consolidation, the death of beloved brands and the subsequent widespread love for classic cars, the adoption of other forms of mobility and a fierce anti-car backlash. A nugget of information buried at the end of a Ward?s Auto report instantly brought all my fears and apprehension to the forefront, a mere fortnight after Ed and I concluded that things weren?t going to be that bad after all.

A crucial aspect of ensuring the future of any vehicle is an understanding between OEMs and city planners. An unwillingness to reform neighborhoods with charging stations, for example, is dovetailing with local pushes for bicycle riding and car-sharing.

?There will be no cars in the city of 2050 if the urban planners have their way,? IHS Automotive Senior Director Philip Gott tells attendees of the CTI forum.

To get the necessary context here, the Ward?s Auto article was primarily talking about the necessity of government intervention in the adoption of alt-fuel vehicles. But the notion of a carless city runs much deeper than that.?There is a growing movement nowadays that sees the automobile not just as an?inconvenience, but a societal menace. Some of it is rooted in environmental concerns, but a more nefarious form of this anti-car opposition is rooted on dubious social justice initiatives.

A few years ago, there was a famous case where Ontario?s Attorney-General, Michael Bryant, was attacked by a drunk cyclist while driving his Saab convertible at a busy downtown Toronto intersection. Bryant, who was out with his wife, driving with the roof down, panicked and drove off, with the cyclist clinging to the car. The Saab collided with a solid object and the cyclist died. Bryant was absolved of any criminal charges in the case, but his political career was over.

The uproar over the case was palpable in a city where cyclists and motorists are frequently at odds. But what began cropping up was a new form of criticism. One letter writer to NOW magazine, a Toronto alternative weekly, has forever stood out in my?mind, with the commenter blasting Bryant and the automobile as being some kind of?hierarchical, top-down individualistic mode of transportation (I couldn?t find the letter, so this is paraphrasing) while praising the bicycle as a grassroots form of transportation that is accessible to all.

The above quote suggests that opposition to cars has moved beyond mere environmental concerns into something more ideological. As a downtown resident, I can understand the desire for less smog, less traffic congestion and more pedestrian friendly streets and public spaces. These are what ultimately created the vibrant, bustling urban cores and livable communities (pardon me ? I hate that word, but it really is appropriate) that make cities great. I feel that public transit is also a necessary?ingredient?to this mixture, having seen first hand the nightmare that comes with inadequate infrastructure and a?sub-par?public transit system.

If urban planners, who are likely working hard for their Masters degrees in the Marxist-infused ivory towers of our North American college campuses, are attempting to eradicate the car from our cities, then they are simply refusing to meet reality on realities terms. Despite the best wishes of public-transit advocates, utopian cyclists and their distant cousins, the general crackpots that infest the world?s great cities, the car isn?t going anywhere. Only Copenhagen has managed to fully embrace cycling, specifically because it?s built for it. A recent trip to New York City saw my girlfriend and I walk and take the subway nearly everywhere. It was fast, efficient, emissions free and yet cars were everywhere. Livery-service Town Cars, yellow Crown Vic taxis, motorcycles, luxury SUVs and even supercars all shared the road in Manhattan, where owning a car is apparently both pass???and a pain in the ass.

I don?t think it would be fair to blame our current crop of urban planners. If anything, the faculty, doubtlessly hailing from the Boomer generation and desperately clinging on the outdated, asinine ?critical? theories and ?radical? dogma are likely spurring something as, well, vindictive as banning EV charging stations. I agree that a more walkable and transit-accessible city is always a good thing, but that should have no bearing on the presence of the automobile. My experiences with EVs have all been positive, and having a charging station near my office makes things a lot easier ? but my neighborhood at home was built before WWII, when garages and outdoor electrical outlets weren?t commonplace. A community initiative to install EV chargers for example, would save me from having to run a 30 foot cord from my driveway to my dryer outlet in the basement.

We?ve seen time and time again how these kinds of social engineering initiatives pan out. The bigger worry is that the opposition to the automobile has?crystallized?into something more visceral, more ideological and more rigid. It?s in danger of becoming a moral stance akin to one?s position on abortion or same-sex marriage. Fortunately, all it would take up here is a miserable winter of carrying home local produce from the Farmer?s Market on a bicycle and no taxi access to the downtown core to make a number of anti-car types reconsider their choices.

Chevron CEO Faces Growing Anger From Shareholders Over $18 Billion Ecuador Liability, Says Amazon Defense Coalition

NEW YORK, May 23, 2012 /PRNewswire-USNewswire/ -- An epic showdown between angry Chevron shareholders and notoriously short-tempered CEO John Watson over the company's $18 billion Ecuador liability is brewing just days before the company's annual meeting next week.

Watson - who at the Chevron annual meeting in 2010 had five activists arrested after they challenged him on the Ecuador liability -- is facing a potential shareholder rebellion after two leading proxy advisory firms urged support for resolutions directly challenging Watson's authority. Both resolutions cite Watson's poor handling of the Ecuador lawsuit in their supporting statements.

Recommendations from the advisory firms - Institutional Shareholder Services and Glass Lewis -- often substantially increase support for shareholder resolutions, which will be voted on at the company's annual meeting May 30.

Separately, several large investors have signed a letter to be sent to Chevron, citing Watson's "poor judgment" and calling on the company to reach an "equitable" settlement of the Ecuador case, said Simon Billenness, a securities analyst who consults with social investors owning stock in the oil giant.

An Ecuador court last year found Chevron discharged more than 16 billion gallons of toxic waste into Amazon waterways, decimating indigenous groups and causing an outbreak of cancer. The verdict was upheld on appeal in January and rendered enforceable worldwide when Chevron refused to post a bond.

"John Watson will be on the shareholder hot seat at the annual meeting like never before," said Billenness, who recently issued a report on the risks the company faces. "Chevron shareholders are now tying the enormous and unprecedented Ecuador liability to the company's flawed corporate governance structure and Watson's poor management."

Last week, Institutional Shareholders and Glass Lewis announced their support for a resolution calling for a separation of Watson's role as board chairperson and CEO, essentially saying the Board was incapable of exercising effective oversight of Watson. The resolution cites "questions raised about the oversight by the board of the CEO's management and disclosure to shareholders of the financial and operational risks to the company from the $18 billion judgment in the Ecuadorian courts."

ISS also announced its support for two other resolutions, both times referring to the company's failures in the Ecuador case. One allows shareholders to more easily call special meetings, while the other calls for the appointment of an independent board member with environmental expertise.

In addition, Watson will face a showdown with rainforest leaders from Ecuador and other challenges at the annual meeting:

**Two rainforest leaders from Ecuador who have suffered from decades of Chevron's contamination plan to confront Watson at the meeting. They will be joined by a delegation of oil workers from Brazil, where Chevron faces a separate $22 billion lawsuit related to a recent offshore spill.

**Shareholders will vote on three resolutions whose supporting statements rebuke Chevron management for its handling of the Ecuador litigation. One resolution would strip Watson of either the CEO or Chairman titles; another would require the company to appoint an independent director with environmental expertise; and a third allows shareholders to more easily call special meetings.

**Environmental advocates from Amazon Watch and Rainforest Action Network plan to ask Watson to show shareholders a video that documents the company's horrific contamination in Ecuador and its impact on public health. Chevron has been accused of lying to shareholders about the extensive fraud it committed to cover up its contamination, as documented in the sworn affidavit of Juan Pablo Saenz and the report of Graham Erion, a well-known securities lawyer.

**A shareholder letter questioning Watson's poor management of the Ecuador case has been signed by several large investors, according to Billenness. While details of the letter will be released in the coming days, a similar letter last year garnered significant support.

**Legal enforcement actions against the company's assets around the world are looming given Watson's refusal to pay the court-ordered Ecuador judgment. The Billenness report concluded the actions could significantly disrupt and might cripple the company's business operations in certain jurisdictions. Chevron's own comptroller, Rex Mitchell, has conceded the actions could case "irreparable harm" to the oil giant.

Pressure on Watson continued to build last week with yet another legal setback. A U.S. federal judge weakened Chevron's fraud charges against the rainforest communities and their counsel and cast doubt on whether the case could go forward. Previously, a U.S. appellate court denied Chevron the chance to try to block the Ecuadorians from enforcing their judgment.

"In failing to negotiate a reasonable settlement prior to the Ecuadorian court's ruling against the Company, it appears that Chevron has displayed poor judgment," cited the resolution on special meetings that ISS supports.

Questions are also being raised about Chevron's say-on-pay advisory vote after the company rewarded its General Counsel Hewitt Pate a whopping 75% salary increase after losing the Ecuador case.

"Investors won't accept any further baseless spin in response to their growing concerns that the $18 billion judgment is now enforceable," said Erion, who advises the rainforest communities. "Watson needs to have a serious conversation with shareholders about how Chevron will avoid its 'irreparable harm' from enforcement."

This is not the first time Watson is facing shareholder anger over the Ecuador lawsuit.

In 2011, Chevron shareholders with over $150 billion in assets chastised the company for the "grave reputational damage" suffered due to the lawsuit. In 2010, Watson barred Chevron critics with valid proxies and had five activists arrested for questioning the company's attempted evasion of the Ecuador liability.

Despite its attempts to silence dissent, Chevron's management suffered a humiliating rebuke in 2010 when shareholders supported a resolution on the Ecuador problem with a whopping 26% of the vote representing approximately $38 billion in shareholder value. See here.
