How to avoid traps in plastic electronics

Plastic electronics hold the promise of cheap, mass-produced devices. But plastic semiconductors have an important flaw: the electronic current is influenced by "charge traps" in the material. These traps, which have a negative impact on plastic light-emitting diodes and solar cells, are poorly understood.

However, a new study by a team of researchers from the University of Groningen and the Georgia Institute of Technology reveals a common mechanism underlying these traps and provides a theoretical framework to design trap-free plastic electronics. The results are presented in an advance online publication of the journal Nature Materials.

Plastic semiconductors are made from organic, carbon-based polymers, comprising a tunable forbidden energy gap. In a plastic light-emitting diode (LED), an electron current is injected into a higher molecular orbital, situated just above the energy gap. After injection, the electrons move toward the middle of the LED and fall down in energy across the forbidden energy gap, converting the energy loss into photons. As a result, an electrical current is converted into visible light.

However, during their passage through the semiconductor, a lot of electrons get stuck in traps in the material and can no longer be converted into light. In addition, this trapping process greatly reduces the electron current and moves the location where electrons are converted into photons away from the center of the device.

"This reduces the amount of light the diode can produce," explained Herman Nicolai, first author of the Nature Materials paper.

The traps are poorly understood, and it has been suggested that they are caused by kinks in the polymer chains or impurities in the material.

"We've set out to solve this puzzle by comparing the properties of these traps in nine different polymers," Nicolai explained. "The comparison revealed that the traps in all materials had a very similar energy level."

The Georgia Tech group, led by Jean-Luc Bredas, investigated computationally the electronic structure of a wide range of possible traps. "What we found out from the calculations is that the energy level of the traps measured experimentally matches that produced by a water-oxygen complex," said Bredas.

Nicolai explains that "such a complex could easily be introduced during the manufacturing of the semiconductor material, even if this is done under controlled conditions." The devices Nicolai studied were fabricated in a nitrogen atmosphere, "but this cannot prevent contamination with minute quantities of oxygen and water," he noted.

The fact that the traps have a similar energy level means that it is now possible to estimate the expected electron current in different plastic materials. And it also points the way to trap-free materials. "The trap energy lies in the forbidden energy gap," Nicolai explained.

This energy gap represents the difference in energy of the outer shell in which the electrons circle in their ground state and the higher orbital to which they can be moved to become mobile charge carriers. When such a mobile electron runs into a trap that is within the energy gap it will fall in, because the trap has a lower energy level.

"But if chemists could design semiconducting polymers in which the trap energy is above that of the higher orbital in which the electrons move through the material, they couldn't fall in," he suggested. "In this case, the energy level of the trap would be higher than that of the electron."

The results of this study are therefore important for both plastic LEDs and plastic solar cells. "In both cases, the electron current should not be hindered by charge trapping. With our results, more efficient designs can be made," Nicolai concluded.

Dick, whose films include a revealing expose about the movie industry's film ratings board, has created yet another galvanizing call to action with "The Invisible War."

What happened to these women after the rape often shocks and disturbs them as much as the physical act itself.

It is far too difficult to watch. Which means we must.

Kirby Dick has again shown great restraint in presenting such inflammatory material, betting a clear-eyed approach will have an inflammatory effect on his audience -- and it does.

Basically, the message from the military to potential rape victims is: if you get raped, it's your own fault...

One of those documentaries that you watch both fascinated and repulsed - and one of those films that you sense just might be instrumental in helping to change an utterly unacceptable status quo.

Nigerian policeman dies as suicide bombers strike

A policeman was killed as suicide bombings rocked two police stations on Monday in Nigeria's northwestern city of Sokoto, the historic seat of Islam in the country, police and residents said.

The explosions left one officer and a civilian dead, while injuring 30 others, a Red Cross official said.

"A policeman and woman were killed in the bombings. Thirty people were injured," said the official who asked for anonymity and confirmed that both blasts were suicide bombings. The two bombers also died, the official added.

Nigeria's Boko Haram Islamists, responsible for scores of deadly bombings in recent months, are suspected of having hideouts in Sokoto, but the group has rarely attacked within the city.

A senior police officer, who requested anonymity, said a suicide bomber approached the Yan Marina police station in the centre of the city in a car packed with explosives.

The bomber was denied entry at the security gate, where the vehicle blew up, according to the officer.

A resident near the station, Usman Bube, said the area was "engulfed in flames."

"There was a huge explosion about an hour ago at the police station that was followed by thick smoke," Bube told AFP. "It is so chaotic now, with people running to safety."

Lawai Danfili, another resident, reported the second blast near Sokoto's Unguwar Rogo station.

"We had a loud explosion around the police station. The impact of the explosion shook houses in the area. We all moved indoors," he said.

Boko Haram has repeatedly targeted the police across northern Nigeria, where most of their attacks have been carried out.

The city is home to Nigeria's top Islamic leader, Mohammed Sa'ad Abubakar, the current Sultan of Sokoto.

The radical Islamist group has long stated its loathing for Nigeria's traditional Muslim leaders, saying they have betrayed the faith by subjecting themselves to the country's secular government.

Stranded walrus calf in Alaska lagoon is safe

A stranded walrus calf has been rescued from Alaska lagoon and is believed to have separated from a larger group of calves, the Alaska SeaLife Center says.?

The Alaska SeaLife Center in Seward says in a release that the male calf is estimated to be 4 to 6 weeks old.

Officials report a large group of?walrus?floated on sea ice past Barrow on July 17, and believe this calf became separated from them. Barrow fishermen saw the calf in a lagoon.

Staff members at the Alaska SeaLife Center say the calf appears to be in good health.

It's the first?walrus?calf at the center since 2007. Four calves were cared for at the center between 2003 and 2007.

SAN FRANCISCO (CBS/AP) ? Two tech titans are squaring off in federal court Monday in a closely-watched trial over control of the U.S. smart phone and computer tablet markets.

Apple Inc. filed a lawsuit against Samsung Electronics Co. last year alleging the world?s largest technology company?s smart phones and computer tablets are illegal knockoffs of its popular iPhone and iPad products. The Cupertino-based company is demanding $2.5 billion in damages, which if awarded would dwarf the largest patent-related verdict to date.

Samsung counters that Apple is doing the stealing and some of the technology at issue ? such as the rounded rectangular designs of smart phones and tablets ? have been industry standards for years.

The U.S. trial is only the latest skirmish between the two over product designs.

Romney?s Rude Awakening

On paper, Mitt Romney?s first overseas trip as the presumptive Republican presidential nominee looked brilliantly plotted. Stop by London, rub elbows with like-minded conservative Prime Minister David Cameron, remind viewers back home that he managed to run a pretty successful Olympics in Salt Lake City. Check. Fly to Israel, hobnob with fellow conservative and personal friend Prime Minister Benjamin Netanyahu, remind American Jewish voters of his oft-repeated contention that President Obama has thrown Israel under the bus. Check. Catch a flight to Poland, remind Polish-American voters that the Obama administration scrapped a planned missile-defense facility in Poland in order to ?reset? relations with Russia, which historically has used Warsaw as a speed bump. Check.

Only apparently Romney failed to read the briefing paper on the somewhat testy mood among Londoners of late. At first glance, Romney?s comments that planned transportation strikes and a reported lack of security personnel were ?disconcerting? seemed downright mild. Compare them to blaring headlines in British tabloids in recent weeks claiming that the Games were going to be an unmitigated disaster (?Security Shambles Could Cause Chaos? was a typical recent headline in The Daily Mail). As it turns out, Londoners have the same proprietary view toward the Olympic Games that many parents have about their children: We can scold them, but you had better not dare.

?The problem of the foreign trips for presidential candidates is that the upside is not all that high since you are really only trying project a presidential image, but as Romney has discovered, the potential downsides are significant because any misstatement opens you up to a lot of criticism,? said James Lindsay, a senior vice president at the Council on Foreign Relations. The strategy behind Romney?s trip was a good one, Lindsay argues, in that the itinerary advances the narrative that Obama has deserted venerable allies to curry favor with adversaries -- a narrative appealing to Jewish and Polish-American voters who make up critical blocs in swing states such as Florida, Pennsylvania, and Ohio. ?But Romney has discovered that even the ?special relationship? with Britain doesn?t make up for British resentment of a Yankee coming over and raining on their great national project.?

By attending a fundraising dinner in Britain cohosted by executives at banks under investigation in London?s rate-fixing scandal, Romney also revealed once again a blind spot for perceptions that he is oblivious to the wrongdoing of Wall Street and out of touch with average voters. Likewise in Israel, Romney is reportedly planning to meet with casino magnate Sheldon Adelson. Adelson is a staunch supporter of Israel who has promised to spend as much as $100 million to defeat Obama, but he is also under investigation by the Justice Department.

Romney?s rhetorical hard line that Russia is the United States' ?number one geopolitical foe? will likely play well in Poland, where he will almost surely receive a rousing reception. It will be viewed less enthusiastically by Western European powers, however, who objected to what they perceived as George W. Bush?s unnecessarily antagonistic approach to Moscow (which culminated with Russian troops invading Georgia in 2008). Western European allies are also sensitive to Romney?s oft-repeated argument that Europe is exactly the kind of basket case that the United States will become if he is not elected.

?If I were not to get elected, we would in my view become more like Europe,? Romney told C-SPAN recently. ?With higher deficits, with a debt that could put us in a Greece- or Spain- or Italy-like circumstance, with chronic high unemployment, with low wage growth, and with a military that gets slowly but surely hollowed out so it could pay for the various programs the government would try and keep in place.?

Romney?s close affinity for Israel?s right-of-center Likud Party; his tough line on Russia and Afghanistan; and his unwillingness to propose solutions to climate change all sound familiar to many Europeans. ?Notwithstanding their widespread disappointment in President Obama, Europeans are nervous about Romney precisely because his positions remind them of George W. Bush,? said Simon Serfaty, a senior fellow at the German Marshall Fund.

Top 30 Most Wanted Games of 2012 - Video Games Blogger

Japanese gaming magazine Famitsu?s newest issue has a section where their thousands of readers can vote on their Top 30 Most Wanted Games of 2012 by favorite platform. This week saw quite a few changes worth checking out.

Resident Evil 6 for PlayStation 3 stays the number one most wanted game. With Monster Hunter 4 for Nintendo 3DS moving up to number two thanks to the added hype it got from being shown off at the Capcom Summer Jam. Newcomers this high in the list are: The soon-to-be-released New Super Mario Bros. 2 for Nintendo 3DS, and the newly announced Tales of Xillia 2 for PlayStation 3.

While Square Enix the other day confirmed that Final Fantasy Versus XIII is still very much in development, recent rumors it was cancelled pushed the game down from number eight to fourteen, and as you can see from the numbered list, the previous placement for each game is listed behind the current position.

Penn State president says 4-year ban was floated

Penn State faced the threat of a four-year ban on playing football before the NCAA imposed sanctions this week over the school's handling of the Jerry Sandusky child molestation scandal, a university spokesman said Wednesday.

David La Torre said the potential for the multiyear "death penalty" was floated during discussions between Penn State President Rodney Erickson and NCAA officials before Penn State was hit Monday with a $60 million fine, a four-year bowl game ban, reduced football scholarships and the forfeiture of 112 wins.

The school trustees met with Erickson on the subject at a State College hotel Wednesday and afterward issued a statement calling the NCAA punishment "unfortunate" but better than the alternative ? the so-called "death penalty."

The penalty hasn't been used since the NCAA suspended Southern Methodist University for the 1987 season. SMU then sat out the '88 season on its own and has never fully recovered its status in college football.

Reporters on Wednesday were barred from the conference room where the Penn State trustees met, and trustees avoided them after the meeting broke up.

The potential for a four-year ban, first reported by ESPN, showed how high the stakes were as college sports' governing body considered how to respond to an internal school investigation by former FBI Director Louis Freeh that found former coach Joe Paterno and three other top college officials helped conceal reports that Sandusky, a former assistant coach, was abusing children.

NCAA president Mark Emmert said this week that if a total football ban had been imposed, other penalties would have accompanied it.

"If the death penalty were to be imposed, I'm quite sure that the executive committee and I ... would not have agreed to just the death penalty. It would have included other penalties as well," Emmert said as the sanctions were unveiled.

An NCAA spokeswoman declined further comment Wednesday on negotiations with Penn State.

Many alumni and some trustees were incensed over the unprecedented NCAA penalty ? which likely will cripple Penn State's football team for years to come ? and Penn State's quick acceptance of it.

The Pittsburgh Post-Gazette reported Wednesday that Gov. Tom Corbett said the penalties "go well beyond" those responsible for the handling of the child sex abuse allegations, and he's concerned about the impact on current students who are "bearing the brunt" of the sanctions.

A person with knowledge of the meeting said earlier Wednesday that trustees were to discuss whether Erickson had the authority to agree to the sanctions without first getting the board's approval. The person was not authorized to discuss the meeting and spoke on condition of anonymity.

Some trustees had expressed concern that Erickson may have violated a board rule that says the board must authorize the signing of "contracts, legal documents, and other obligations."

The board statement made no reference to the propriety of what Erickson had done, saying trustees held a discussion but did not take any votes.

"The board finds the punitive sanctions difficult and the process with the NCAA unfortunate," the statement said. "But as we understand it, the alternatives were worse as confirmed by NCAA President Mark Emmert's recent statement that Penn State was likely facing a multi-year death sentence."

La Torre said Wednesday that Erickson had authority to act without the approval of the full board.

Rogers Communications Misses in 2Q - Zacks.com

Rogers Communications Inc. (RCI - Analyst Report) declared weak financial results for the second quarter of 2012, missing the Zacks Consensus Estimates. Quarterly net income was $409 million or 76 cents per share compared with a net income of $410 million or 75 cents per share in the year-ago quarter. However, second-quarter, adjusted (excluding special items) earnings per share of 82 cents fell below the Zacks Consensus Estimate of 85 cents. Quarterly total revenue was $3,075 million, up 0.3% year over year, but missed the Zacks Consensus Estimate of $3,148 million.

Second quarter adjusted operating profit was $1,263.4 million, up 3% year over year. Quarterly adjusted operating margin was 41.1% compared with 40.2% in the year-ago quarter. In the reported quarter, the company repurchased 9.6 million of its Class-B non-voting shares for a total consideration of $350 million and paid dividend totaling $207 million.

During the second quarter of 2012, Rogers Communications generated $1,068.3 million of cash from operations compared with $911 million in the year-ago quarter. Free cash flow during the reported quarter was $615 million compared with $400 million in the year-ago quarter.

At the end of the second quarter of 2012, Rogers Communications had $1,639 million of cash and marketable securities on its balance sheet compared with $1,107 million at the end of 2011. Total outstanding debt, at the end of the reported quarter, was $10,778 million compared with $9,833 million at the end of 2011. At the end of the second quarter of 2012, debt-to-capitalization ratio was 0.75 compared with 0.74 at the end of 2011.

Wireless Segment

Quarterly total revenue was $1,748 million, up 0.3% year over year. Network revenue was $1,636 million, up 1% year over year. Equipment sales were $112 million, down 7% year over year. Quarterly adjusted operating profit for the segment was $788 million, up 5% year over year. Adjusted operating margin was 45.1% in the reported quarter compared with 43.3% in the year-ago quarter. In the second quarter of 2012, wireless Data revenue was $643 million, up 13% year over year. Wireless Data revenue represented around 39% of total wireless network revenue compared with 35% in the prior-year quarter.

During the second quarter of 2012, wireless segment activated 629,000 smartphones, up 6.4% year over year. Most of these smartphones are either iPhone of Apple Inc. (AAPL - Analyst Report), BlackBerry of Research In Motion Ltd. (RIMM - Analyst Report) or Google Inc. (GOOG - Analyst Report) developed Andriod-based handsets. Of the total smartphones, around 36% were new subscribers. Quarterly consolidated ARPU (average revenue per user) was $58.52, down 1.9% year over year.

On June 30, 2012, Postpaid retail subscribers? base was around 7.708 million, up 3.4% year over year. Smartphone customers now constitute 63% of overall Postpaid subscribers compared with 48% in the year-ago quarter. Quarterly Postpaid ARPU was $67.78, down 2.3% year over year. Monthly churn rate was 1.15% compared with 1.21% in the prior-year quarter. Prepaid subscribers? base was around 1.643 million, down 1.6% year over year. Quarterly Prepaid ARPU was $15.75, down 1.4% year over year. Monthly churn rate was 4.04% compared with 3.82% in the prior-year quarter.

Cable Segment

Quarterly total revenue was $924 million, remaining same year over year. Basic cable operations revenue was $835 million, up 1% year over year. RBS revenue was $89 million, down 10% year over year. Quarterly adjusted operating profit for the whole segment was $421 million, up 2% year over year. Adjusted operating margin was 45.6% in the reported quarter compared with 44.9% in the year-ago quarter.

On June 30, 2012, Cable TV subscribers? base was around 2.255 million, down 1.7% year over year. High-speed Internet subscribers? base was 1.815 million, up 5% year over year. As the NFL and its referees union rocket toward the playing of games without the usual game officials, a serious question is emerging regarding whether the players will submit to games officiated by folks replacing the locked-out men in black, and white.

?We?ll see what the decision is as we get closer to the day,? NFLPA president Domonique Foxworth told PFT Live on June 5.? ?Hopefully, they can figure this out in an amicable way as soon as possible.? I?m not sure what the decision is going to be from the Players Association when that day comes.?

That day is coming.? The preseason begins on August 5, only 12 days from now.

Though NFLPA executive director DeMaurice Smith has yet to disclose the union?s plans, it?s clear that he has concerns.

Asked to gauge his level of discomfort regarding the absence of the regular officials for regular-season games, Smith went off the charts.? ?On a scale of 1 to 10?? Twelve,? Smith tells Peter King of Sports Illustrated.? ?The officials are being asked to be first-responders on the field for player safety as well as to officiate the games.? How do you expect officials not used to doing games at that level to be able to step in and handle the job?? To use a [lockout] as a motivational tactic in negotiations . . . we find repulsive.??

While the Collective Bargaining Agreement contains a no-strike/no-lockout clause that prevents a work stoppage during the 10-year term of the deal, the CBA doesn?t expressly prohibit a sympathy strike, in which the players would respect the game officials? picket line.? The players could, in theory, boycott games under that principle.

The players also could refuse to work based on the argument that replacement officials create an ?abnormally dangerous? working condition.? And that wouldn?t necessarily be a frivolous claim.? As King points out, Division I conferences won?t allow their officials to serve as NFL replacements in 2012.? The conferences permitted officials to work as replacements during a 2001 lockout that lasted through the first week of the regular season.

?That means the replacements will come from lower levels of college football, some retired and/or dismissed college officials, and high schools,? King writes.

That also means the replacements will be something far less than the best of the best officials.? Thus, when the NFL specifically required game officials to monitor players for signs of concussions during the 2011 season, the league unwittingly set the stage for a showdown with players on whether replacement officials compromise player safety.

It would be easy for the NFL to simply remove that responsibility from the replacement officials, but the fact that the NFL gave those duties to the game officials in 2011 supports a claim that it?s now a necessary component of player safety.

It nevertheless would be risky ? and potentially very expensive ? for the NFLPA to call for a sympathy strike or a walkout based on allegations of abnormally dangerous conditions and later to lose in court on whether the strike/work stoppage was legal.? The players would be responsible for the losses incurred by the owners, which would be significant given the refunds to ticket purchasers and network partners.

Then there?s the P.R. fallout that would come from a player-initiated work stoppage, along with the question of whether the NFLPA would be able to persuade players to do something they ultimately refused to do in 2011:? sacrifice game checks.

Regardless of how this one plays out, the looming possibility of lost games will make fans who don?t currently care about the referee lockout change their tune.

Penn State faces more fallout in abuse scandal

The Penn State community and its storied football program are reeling after the NCAA announced unprecedented sanctions for the school as a result of the Jerry Sandusky child sex abuse scandal.

When the NCAA and the Big Ten conference announced punishing sanctions for Penn State on Monday in the Jerry Sandusky sexual abuse scandal, the impact for the school?s vaunted football team was tangible and immediate.

What?s harder to calculate is how much damage the scandal will cause to the rest of Penn State. Here?s why: The crisis was unprecedented ? striking at the heart of the university?s identity, involving crimes that took place over a long period and implicating figures at the highest levels of university administration.

Penn State commissioned the investigation led by former FBI director Louis Freeh, upon which the NCAA sanctions were based, but crisis management experts suggest that it was just a first step needed to reassure donors, alumni, students and applicants to the school.


"They will have to do a lot to come clean," said Larry Barton, resident and professor of management at the American College in Bryn Mawr, Pa., and author of several books on crisis management. "It?s not going to go away merely by changing the cover of the alumni magazine to show a professor of anthropology."

The NCAA sanctions include a $60 million fine against Penn State?s football program ? roughly the amount the team has earned annually ? to be applied to fighting child abuse. The college athletic governing association also cut the number of football scholarships Penn State can offer in coming years and erased more than a decade worth of football victories from the official record. That meant the late Joe Paterno is no longer the winningest football coach ever.

The Freeh report "presents an unprecedented failure of institutional integrity leading to a culture in which a football program was held in higher esteem than the values of the institution, the values of the NCAA, the values of higher education, and most disturbingly the values of human decency," according to the NCAA conclusions and sanctions.

The Big Ten conference then barred Penn State from playing in postseason bowl games for four years, forfeiting an expected $13 million in revenue.

The measures were "staggering" in scope with "potential to impact the program for a decade, if not much, much longer," NBC sports reported.

How much more will the sanctions and scandal scar the university?

Typically, donations to athletic donations take a hit when the crisis? epicenter is in the athletic department, said Rae Goldsmith, vice president at the nonprofit Council for Advancement and Support of Education?in Washington, D.C.

"There is traditionally a pretty specific division between giving to academics and giving to athletics," said Goldsmith. "When a crisis hits athletics you can see a hit to giving for athletics but not to academic programs."

On July 9, the university announced that a record number of individual donors had contributed a total dollar amount that was second highest in university history ? $208.7 million ? during the 2011-2012 fiscal year. That included money for the Nittany Lions.

The Penn State football team has been an economic powerhouse for the region, but now local businesses will almost certainly pay a price for the sexual abuse scandal. NBC's Anne Thompson reports.

The university trumpeted the "steadfast support" by alumni and friends "despite a year that was marked by unprecedented challenges."

However, those results cover the full fiscal year ? going back to months before the scandal became public.

They were also announced a few days before the release of the Freeh report, which was a detailed and scathing indictment of key figures at the university who failed to act on eyewitness information of Sandusky apparently raping a child in campus showers and other information.

The report emphasized the roles what it calls the "four most powerful people" at Penn State ? "who failed to protect against a child sexual predator harming children for over a decade." It said they "concealed Sandusky?s activities from the Board of Trustees, the University community and authorities."

Among them was revered head football coach Paterno, Penn State President Graham Spanier, athletic director Timothy Curley and vice president Gary Shultz. All four were forced out of their jobs over the scandal.

Paterno was fired Nov. 9, and died two months later. Spanier was forced to leave his leadership post, but remains on at Penn as a tenures professor. Curley and Schultz are facing charges of failing to report alleged abuses and of perjury.

Sandusky was convicted on 45 counts on June 11 and is in jail awaiting sentencing.

In the near term, there are some tangible costs to Penn State as a whole.

The $60 million fine puts a dent in football revenue that is normally used to support non-revenue sports.

And NCAA President Mark Emmert said at Monday?s press conference that the money could not "come at the cost of reduced programs in the athletic department and other student scholarships."

In an email response to a query about covering that cost, Penn State spokesman David LaTorre wrote: "The University will use its athletics reserve fund, capital maintenance budget and if necessary, an internal bond issue, to address the fine. We?re pleased the funding will be used toward important programs to help children who are victims of child abuse."

Moody's Investors Service said Tuesday that it may cut its rating on Penn State's credit because of the sanctions and the scandal laid out in the Freeh report, which it said could hurt student enrollment and fundraising for the university, the Associated Press reported. Moody's says Penn State has about $1 billion in debt.

Goldsmith said the scandal may take a toll on student enrollment, though that cost is harder to quantify.

"If students are coming for a specific program, they will still come," said Goldsmith. "For students who were not committed up front and may have several choices, the institution needs to pay special attention."

Ex-Penn State president disputes Freeh report

But she noted: "It?s a challenge for any institution that relies heavily on the reputation of any one program. When there?s trouble in that program, the institution could have a significant branding problem."

Barton said he did not see a risk to the university?s ability to recruit high quality instructors or to its academics winning research grants.

However, he predicted that the scandal could discourage major donations from people who are thinking about their own legacies.

"There?s no way to calculate the untold gifts from potential contributors ? especially from baby boomers ? who are actively planning their estates. It?s going to be difficult for Penn State to earn the trust of those individuals," he said.

"It is important to know we are entering a new chapter at Penn State and making necessary change," Penn State President Rodney Erickson said?in a statement after the announcement of NCAA sanctions.

"We must create a culture in which people are not afraid to speak up, management is not compartmentalized, all are expected to demonstrate the highest ethical standards, and the operating philosophy is open, collegial, and collaborative."

Barton argues that the university should create a comprehensive multiyear program that includes bold initiatives, such as removing most of the Board of Trustees, who the Freeh report noted had failed in their job of oversight.

"I think there should be a national conference on pedophilia that Penn State hosts,? said Barton. "It would say it happened here, it could happen to you."

"Handing the investigation over to Louis Freeh was an extremely smart, savvy first move," said Barton, the crisis management expert.??"But it really should not be the last one. It should be the liftoff to an ongoing series of reviews and disclosures about how do you turn a huge debacle into a better Penn State."

BOULDER, CO (July 18, 2012) -- A new report released today by the National Education Policy Center (NEPC) at the University of Colorado shows that students at K12 Inc., the nation?s largest virtual school company, are falling further behind in reading and math scores than students in brick-and-mortar schools.

These virtual schools students are also less likely to remain at their schools for the full year, and the schools have low graduation rates. ?Our in-depth look into K12 Inc. raises enormous red flags,? said NEPC Director Kevin Welner.

The report?s findings will be presented in Washington today to a national meeting of the American Association of School Administrators (AASA), where the report?s lead author, Dr. Gary Miron, is scheduled to debate Dr. Susan Patrick, president and CEO of the International Association for K?12 Online Learning. The report is titled, Understanding and Improving Full-Time Virtual Schools.

?Our findings are clear,? said Miron, an NEPC fellow, ?Children who enroll in a K12 Inc. cyberschool, who receive full-time instruction in front of a computer instead of in a classroom with a live teacher and other students, are more likely to fall behind in reading and math. These children are also more likely to move between schools or leave school altogether ? and the cyberschool is less likely to meet federal education standards.?

K12 Inc. schools generally operate on less public revenue, but they have considerable cost savings, says Miron. They devote minimal or no resources to facilities, operations, and transportation. These schools also have more students per teacher and pay less for teacher salaries and benefits than brick-and-mortar schools.

?Computer-assisted learning has tremendous potential,? said Miron. ?But at present, our research shows that virtual schools such as those operated by K12 Inc. are not working effectively. States should not grow full-time virtual schools until they have evidence of success. Most immediately, we need to better understand why the performance of these schools suffers and how it can be improved.?
Student performance results from the current study are clearly in line with the existing body of evidence, which includes state evaluations and audits of virtual schools in five states as well as a more rigorous study of student learning in Pennsylvania virtual charter schools conducted by the Center for Research on Education Outcomes (CREDO) at Stanford University. CREDO?s study found virtual-school students ended up with learning gains that were ?significantly worse? than students in traditional charters and public schools.

Miron and co-author Jessica L. Urschel, a doctoral student at Western Michigan University, analyzed federal and state data sets for revenue, expenditures, and student performance. In terms of student demographics and school performance data, the researchers studied all of K12?s 48 full-time virtual schools. In terms of revenues and expenditures, they used a federal data set that includes seven K12 Inc. schools from five different states (Arizona, Arkansas, Idaho, Ohio and Pennsylvania), although these seven schools accounted for almost 60 percent of all of K12 Inc.?s enrollment from 2008-09, which is the most recent year of available finance data.

Key findings include:
? Math scores for K12 Inc.?s students are 14 to 36 percent lower than scores for other students in the states in which the company operates schools.
? Only 27.7 percent of K12 Inc.?s schools reported meeting Adequate Yearly Progress (AYP) standards in 2010-11, compared to 52% for brick-and-mortar schools in the nation as a whole.
? Student attrition is exceptionally high in K12 Inc. and other virtual schools. Many families appear to approach the virtual schools as a temporary service: Data in K12 Inc.?s own school performance report indicate that 31% of parents intend to keep their students enrolled for a year or less, and more than half intend to keep their students enrolled for two years or less.
? K12 Inc.?s schools spend more on overall instructional costs than comparison schools ? including the cost of computer hardware and software, but noticeably less on teachers? salaries and benefits.
? K12 Inc. spends little or nothing on facilities and maintenance, transportation, and food service.
? K12 Inc. enrolls students with disabilities at rates moderately below public school averages, although this enrollment has been increasing, but the company spends half as much per pupil as charter schools overall spend on special education instruction and a third of what districts spend on special education instruction.

?Part of K12?s problem seems to be that it skimps on special education spending and employs few instructors, despite having lower overhead than brick-and-mortar schools,? said the NEPC?s Welner, who is a professor of education policy at the University of Colorado.

Also, students enrolled at K12 Inc. cyberschools are much less likely to remain ? raising inter-connected issues of mobility, attrition and graduation rates.

?Our research highlights a number of significant issues at K12, Inc. schools, and we recognize that these issues are also of concern at other full-time virtual schools,? said Miron. ?We need a better understanding of how this new teaching and learning model can be most effective, so that full-time virtual schools can better serve students and the public school system as a whole.?
