Russian tycoon Prokhorov on presidential ballot (AP)

MOSCOW ? Russian billionaire Mikhail Prokhorov was officially registered as a presidential candidate Wednesday, the only political newcomer allowed to challenge Prime Minister Vladimir Putin for the Kremlin job.

The three others on the ballot for the March vote are veteran party leaders who pose little challenge to Putin, who is seen as all but certain to win the election and return to the post he held from 2000 to 2008.

Putin, however, is under heavy pressure to show that he can win a fair election. Evidence that vote rigging boosted the results of his party in the Dec. 4 parliamentary election led to mass protests in Moscow. Another demonstration to demand free elections is planned for Feb. 4.

Prokhorov, who owns the New Jersey Nets basketball team, is a 46-year-old businessman with an estimated fortune of $18 billion. His candidacy has been viewed as a Kremlin-supported effort to add a veneer of legitimacy to the election and channel the discontent among Russia's urban middle class, the core of the anti-Putin protest movement.

Prokhorov insists he is acting independently of the Kremlin, but he has refrained from criticizing Putin directly and has said he would consider serving as Putin's prime minister.

On Wednesday, Prokhorov once again denied that his candidacy was a "Kremlin project."

"I've always been my parents' project. And I've always made decisions on my own," Prokhorov said. "To disprove any opinion or any rumors, there is such a thing as life. You should look at who's proposing what and who's made what with their own hands. That's the best proof of what you are."

The Central Election Commission's decision Wednesday to register Prokhorov came a day after it blocked the candidacy of prominent opposition leader Grigory Yavlinsky.

Politicians who want to run for president but whose parties are not in parliament must submit 2 million signatures in support of their candidacy. The commission ruled that too many of the signatures submitted in support of Yavlinsky were invalid, while those for Prokhorov met the requirements.

Yavlinsky's liberal party, Yabloko, had fielded thousands of observers in the December election and they were among the most aggressive in documenting evidence of fraud in favor of Putin's United Russia party. Yavlinsky's exclusion from the presidential race denied his party the right to have observers at the March 4 vote.

The green light given to Prokhorov was seen as further evidence that his candidacy has Kremlin approval. His message of evolutionary rather than revolutionary change seems designed to appeal to those who see no alternative to Putin but would like to see democratic reforms.

A poll conducted last month by the independent Levada Center showed voter support for both Yavlinsky and Prokhorov in the low single digits.

Putin's strongest rival is Communist Party leader Gennady Zyuganov, a veteran of three previous presidential elections whose party has reached an accommodation with Putin over the years. The other two candidates are only nominal rivals.

French brand Courreges takes retro fashion online (Reuters)

PARIS (Reuters) ? Courreges, the futuristic fashion brand of the 1960s, is poised to bring its vinyl boots and A-line mini-dresses back into vogue, relaunching the French name online.

A year after the brand was sold for more than 10 million euros ($13.05 million) to two directors from advertising agency Young & Rubicam, Jacques Bungert and Frederic Torloting, Courreges is now also aiming to expand its perfume business.

The simple shapes and minimalist black and white palette of the couturier Andre Courreges -- a protege of Balenciaga -- had their heydey in the 1960s and 70s, rivaling Chanel and Dior, before being sold to Japanese investors in the 1980s.

A decade later Courreges and his wife Coqueline bought back the brand but it largely disappeared from sight before the purchase by Bungert and Torloting in January 2011.

"We're hoping that the brand returns, in five to 10 years, to its former stature as a global brand with its dimension of innovation that earlier made its success," Bungert told Reuters.

"When the feeling of a brand is respected, it can be reborn without losing its integrity," he added.

Currently, Courreges clothes and accessories are sold at its Paris boutique in the posh Eighth Arrondissement, where sales have risen 40 percent in a year, Bungert said. Total revenue for the brand is now about 20 million, the executives said.

Internet sales begin February 1, and women will be able to shop online for nearly all the clothes and accessories currently sold in the boutique.

Torloting said Courreges' design lends itself well to online sales, as the brand does not use the kind of delicate fabrics that could get damaged in transit.

As for perfume, Courreges' "Empreinte" and "Eau de Courreges," currently sold only in the boutique, will now be distributed more widely, and a publicity campaign, the first since 1996, is planned.

As Paris Fashion Week launched Monday with its bi-annual Haute Couture shows, Torloting said he has no intention of parading twice-yearly collections on the catwalk at the industry's fashion weeks.

Founder Andre Courreges refused to use celebrities to promote his swinging sixties styles, claiming designs such as his 1964 "Space Age" collection were created for the "ordinary woman."

"The idea of creating collections that push each other out is not very modern in our view," Torloting told Reuters.

"We don't want to manufacture our own obsolescence," he said.

LA mayor signs law requiring condoms in porn films

LOS ANGELES (AP) ? Actors in adult movies filmed in Los Angeles will be required to use condoms under an ordinance signed into law by Mayor Antonio Villaraigosa, and porn industry leaders say the regulation could lead them to abandon the nation's porn capital.

The law, signed Monday, will take effect 41 days after it is posted by the city clerk, something that could happen as early as this week.

Officials with the AIDS Healthcare Foundation, which lobbied for years for such a law, expressed jubilation Tuesday and said they would now turn their attention to getting a similar condom requirement adopted elsewhere.

"The city of Los Angeles has done the right thing. They've done the right thing for the performers," said Michael Weinstein, president of the AIDS Healthcare Foundation, which had pushed the measure for six years.

He said its adoption is crucial in protecting adult film actors from HIV and other sexually transmitted diseases.

Weinstein said his group's next move will be to get Los Angeles County to adopt a similar measure for its unincorporated areas.

The group is in the midst of a petition drive to put the issue on the ballot, but Weinstein said he hopes the county's Board of Supervisors will react as the Los Angeles City Council did and pass such an ordinance itself. The council gave its final approval last week.

Industry officials estimate as many as 90 percent of the porn films produced in the United States are made in Los Angeles. Most are filmed quietly in the city's suburban San Fernando Valley.

After the council's action, several of the industry's biggest filmmakers said they might consider moving just outside the county. That prompted Simi Valley Mayor Bob Huber to announce last week that he would ask the city attorney for his community, located just across the county line from the San Fernando Valley, to write a similar ordinance.

Weinstein said Tuesday his group would also be vigilant in keeping track of where porn producers might go.

Exactly how the law will be enforced is still to be determined.

It calls for makers of porn films to pay a fee, the amount still to be determined, that would be used to pay for spot checks at filming locations.

The City Council is creating a committee to determine the amount of the fee and who would make the spot checks.

Weinstein said he envisions enforcement would fall on nurses or other public health providers.

"It is not anticipated, based on what we desire or what has been discussed, that it would be uniformed police officers," he said.

Weinstein said he would be open to working with industry leaders to enforce the law.

He noted the ordinance does not require condoms when oral sex is involved because his group, which originally crafted it, agreed with the filmmakers that infection through oral sex was not as great as through other sex acts.

The industry already requires that actors be tested for HIV every 30 days, and filmmakers say they believe that is sufficient.

"It's not that I don't doubt the sincerity of their desire to protect the talent. And believe it or not, we have the same ambition," Christian Mann, general manager of Evil Angel Productions, said last week after the council's vote.

"We just don't believe their way is the best way," added Mann, who is also on the board of directors of the industry trade group the Free Speech Coalition.

A Monroe, Mich., mother is being investigated for offering a pawn shop employee sexual favors from her daughter in exchange for dropping a $25 extension fee on her $120 laptop payment, says My Fox Detroit. Here are details about this case.

* Al Hassan, an employee at DaSilva's Pawn Shop in Southgate, Mich., contacted police after a customer offered to perform a sex act on him when she couldn't pay the $25 extension on the laptop.

* According to Fox Detroit, the woman, whose name is being withheld, said: "What about me and my daughter can do something for you in the back room?"

* Store surveillance cameras showed the woman in the store and her daughter playing and jumping around. When the mother mentioned the proposition, the clerk reported the daughter said, "Not me this time, Mom. You mean you."

* Police investigated the 36-year-old woman's townhouse and found the 10-year-old child in no immediate danger. As of Wednesday, the News Herald reports the child has not been removed from the home.

* The mother admitted to police she had promised the clerk a sexual favor if he would overlook the deposit owed on the laptop but adds she was joking and she had not included her daughter in the offer.

* The mother stated the clerk probably misunderstood her because of the way she phrased the offer but she didn't say she was offering sex from her daughter.

* In an interview with News 4, the mother denies doing anything wrong. She calls the offer "flirting" but that she wasn't serious. "I don't want to be seen as a bad mom because I needed the $25 for gas and groceries."

* Child Protective Services is following up with the mother and child, but a supervisor told USA Today that confidentiality laws prevent case workers from discussing details of the investigation.

* Police are still trying to determine if the mother's comment was a misunderstanding or a blatant proposition. The video camera only places the woman and child in the store; it does not give them access to the verbal exchange or any corroborating witnesses.

* Det. Lt. Edward Sukel told the News Herald that, "we're cautiously moving forward because, of course, we want to make sure we know what we have and not make any rash decisions."

PHILADELPHIA ? The managing editor of a student-run news organization that covers Penn State resigned Saturday after the publication's Twitter account sent messages saying former coach Joe Paterno had died, according to a letter on the publication's website.

Paterno's sons refuted accounts of their 85-year-old father's death in Twitter messages posted after those by Onward State.

"I appreciate the support & prayers. Joe is continuing to fight," Jay Paterno tweeted.

Paterno has lung cancer and has been in a hospital since Jan. 13. His doctors say recent complications have made his condition "serious."

Onward State recanted its posts but not before the erroneous information was reported and amplified by many media organizations across the country and retweeted countless times. The Associated Press did not publish the report.

Devon Edwards said in the letter that he takes responsibility for the misinformation. He said the publication retracted its tweets after "the mountain of evidence stacked opposite that report became too much to ignore." He also apologized to the Paterno family and the Penn State community.

"I never, in a million years, would have thought that Onward State might be cited by the national media," his letter said. "Today, I sincerely wish it never had been."

The incorrect information found its way onto media websites, including CBSSports.com, People.com and the Huffington Post.

CBSSports.com had run a photo of Paterno with a caption saying the longtime Penn State coach "loses his battle with lung cancer at 85." The blurb did not include the source of the information.

In an apology on its site, CBSSports.com said the mistake "was the result of a failure to verify the original report. CBSSports.com holds itself to high journalistic standards, and in this circumstance tonight, we fell well short of those expectations."

Last January, several media organizations erroneously reported that U.S. Rep. Gabrielle Giffords had died after being shot in the head during a public event in Arizona.

Edwards did not explain in his letter how the error occurred but hinted that the pressure to get the story first may have been a factor.

"In this day and age, getting it first often conflicts with getting it right, but our intention was never to fall into that chasm," the letter said. "All I can do now is promise that in the future, we will exercise caution, restraint, and humility."

Administration nominees awaiting next move by GOP (AP)

WASHINGTON ? Senate Republicans are returning to Washington in an angry mood over President Barack Obama's appointments to two key agencies during a year-end break.

More than 70 nominees to judgeships and senior federal agency positions are awaiting the next move from Republicans, who can use Senate rules to block votes on some or all of Obama's picks.

While Republicans return Monday to discuss their next step, recess appointee Richard Cordray is running a new Consumer Financial Protection Bureau, and the National Labor Relations Board ? with three temporary members ? is now at full strength with a Democratic majority.

Obama left more than 70 other nominees in limbo, well aware that Republicans could use Senate rules to block them.

The White House justified the appointments on grounds that Republicans were holding up the nominations to paralyze the two agencies. The consumer protection agency was established under the 2010 Wall Street reform law, which requires the bureau to have a director in order to begin policing financial products such as mortgages, checking accounts, credit cards and payday loans.

The Supreme Court has ruled that the five-member NLRB must have a three-member quorum to issue regulations or decide major cases in union-employer disputes.

Several agencies contacted by The Associated Press, including banking regulators, said they were conducting their normal business despite vacancies at the top. In some cases, nominees are serving in acting capacities.

At full strength, the Federal Deposit Insurance Corp. has five board members. The regulation of failed banks "is unaffected," said spokesman Andrew Gray. "The three-member board has been able to make decisions without a problem." Cordray's appointment gives it a fourth member.

The Comptroller of the Currency, run by an acting chief, has kept up its regular examinations of banks. The Federal Trade Commission, operating with four board members instead of five, has had no difficulties. "This agency is not a partisan combat agency," said spokesman Peter Kaplan. "Almost all the votes are unanimous and consensus-driven."

Republicans have pledged retaliation for Obama's recess appointments, but haven't indicated what it might be.

"The Senate will need to take action to check and balance President Obama's blatant attempt to circumvent the Senate and the Constitution, a claim of presidential power that the Bush administration refused to make," said Sen. Charles Grassley, an Iowa Republican who is his party's top member on the Senate Judiciary Committee.

Grassley wouldn't go further, and Senate Republican leader Mitch McConnell of Kentucky hasn't tipped his hand after charging that Obama had "arrogantly circumvented the American people." Before the Senate left for its break in December, McConnell blocked Senate approval of more than 60 pending nominees because Obama wouldn't commit to making no recess appointments.

Republicans have to consider whether their actions, especially any decision to block all nominees, might play into Obama's hands.

Obama has adopted an election-year theme of "we can't wait" for Republicans to act on nominations and major proposals like his latest jobs plan. Republicans have to consider how their argument that the president is violating Constitutional checks and balances plays against Obama's stump speeches characterizing them as obstructionists.

Senate historian Donald Ritchie said the minority party has retaliated in the past for recess appointments by holding up specific nominees. "I'm not aware of any situations where no nominations were accepted," he said. The normal practice is for the two party leaders to negotiate which nominations get votes.

During the break, Republicans forced the Senate to convene for usually less than a minute once every few days to argue that there was no recess and that Obama therefore couldn't bypass the Senate's authority to confirm top officials. The administration said this was a sham, and has released a Justice Department opinion backing up the legality of the appointments.

Obama considers the new Consumer Financial Protection Bureau a signature achievement of his first term. Republicans have been vehemently opposed to the bureau's setup. They argued the agency needed a bipartisan board instead of a director and should have to justify its budget to Congress instead of drawing its funding from the independent Federal Reserve.

Cordray is expected to get several sharp questions from Republicans when he testifies Tuesday before a House Oversight and Government Reform panel.

The NLRB has been a target of Republicans and business groups. Last year, the agency accused Boeing of illegally retaliating against union workers who had struck its plants in Washington state by opening a new production line at its non-union plant in South Carolina. Boeing denied the charge and the case has since been settled, but Republican anger over it and a string of union-friendly decisions from the board last year hasn't abated.

Rights group says Iraq becoming 'police state'

BAGHDAD (AP) ? Iraq's Shiite-led government cracked down harshly on dissent during the past year of Arab Spring uprisings, turning the country into a "budding police state" as autocratic regimes crumbled elsewhere in the region, an international rights groups said Sunday.

Security forces abuse protesters, harass journalists, torture detainees and intimidate activists, Human Rights Watch said in the Iraq chapter of its annual report.

"Iraq is quickly slipping back into authoritarianism," said Sarah Leah Whitson, Middle East director for the New York-based group. "Despite U.S. government assurances that it helped create a stable democracy (in Iraq), the reality is that it left behind a budding police state," she said.

Protests against Iraq's U.S.-backed and democratically elected government erupted around the country in February 2011, alongside other demonstrations in the Arab world.

While protests in other countries demanded the downfall of autocratic regimes, most of the demonstrations in Iraq pushed for improved services like reliable electricity and water, and an end to corruption.

The government clamped down, sometimes sparking bloody clashes ? as when 14 were killed in confrontations between security forces and civilians across the country during the Feb. 25 protests billed as the "Day of Rage."

A year later, with U.S. troops withdrawn and Iraq's government mired in a political crisis, the protest movement has all but died out. Demonstrators who gather in Baghdad's central Tahrir Square are usually outnumbered by the security forces watching over them.

"Iraqis are quickly losing ground on the most basic of rights, including the right to free speech and assembly," said Samer Muscati, an Iraq researcher for the group. "Nowadays, every time someone attends a peaceful protest, they put themselves at risk of attack and abuse by security forces or their proxies," he said.

Prison brutality, including torture in detention facilities, was a major problem throughout the year, the group's annual report said.

In February 2011 Human Rights Watch uncovered a secret detention center, controlled by elite forces who report to the prime minister's military office.

The group claimed authorities transferred more than 280 detainees to the facility since the beginning of 2010 and charged detainees were tortured there with impunity. Government officials denied the facility's existence and alleged abuses.

UK Muslims convicted in landmark gay hatred case (Reuters)

LONDON (Reuters) ? Three British Muslim men were found guilty on Friday of stirring up hatred by distributing leaflets calling for the death of homosexuals in what prosecutors said was a landmark case.

The men, from Derby, had posted and handed out pamphlets near their local mosque with the title "Death Penalty?" featuring a mannequin hanging from a noose and saying gay people would to go to hell.

The leaflets were part of a protest by a group of Muslim men against a forthcoming Gay Pride parade in the city.

Ihjaz Ali, Kabir Ahmed and Razwan Javed became the first people in Britain to be found guilty under a law introduced in 2010 making it an offence to stir up hatred on the grounds of sexual orientation.

The jury at Derby Crown Court heard how one witness had felt he was being targeted and feared he would be burned, said Sue Hemming from the Crown Prosecution Service.

"While people are entitled to hold extreme opinions which others may find unpleasant and obnoxious, they are not entitled to distribute those opinions in a threatening manner intending to stir up hatred against gay people," she said in a statement.

"This case was not about curtailing people's religious views or preventing them from educating others about those views; it was that any such views should be expressed in a lawful manner and not incite others to hatred."

Gay rights group Stonewall said the case vindicated their call for specific legislation to protect homosexuals.

"We're satisfied to see these extremists convicted for distributing offensive and inflammatory leaflets that suggested gay people should be burnt or stoned to death," said Ben Summerskill, Stonewall Chief Executive.

The men will be sentenced on February 10.

Muoio: West Palm Beach To Bring Businesses, Jobs

Mayor Jeri Muoio told a crowd of hundreds at her State of the City address Wednesday that West Palm Beach is ready for a stellar year.

"Well, the state of the city is terrific," Muoio told WPBF 25 News after her speech.

She has a goal of bringing businesses and jobs to downtown. Already, there are plans to build a new high-rise building on a vacant lot to house the employees of Digital Domain, which is partnering with Florida State University's film school.

"We think our downtown is vibrant," Muoio said. "It's a place where businesses want to be, especially businesses that employ young people."

But just a few miles from the busy downtown are the underdeveloped and impoverished parts of West Palm Beach, most notably along Tamarind Avenue, where crime has been rising.

The mayor hopes to stop that this year.

"They need to know that that area is going to be safer because we're bringing in private security," Muoio said. "They need to know that it's going to be more beautiful. We're going to be developing Seventh Street Square."

Also on the agenda for 2012 is increasing tourism and developing the waterfront.

But one of the city's premiere spring events, the Palm Beach International Boat Show, could be halted this year.

The city is threatening to cancel it because city officials claim organizers did thousands of dollars in damage to the waterfront last year. It's still unclear whether the major tourist event planned for March is a go.

"We'll see," Muoio said. "We'll see."

Enhancing cognition in older adults also changes personality

ScienceDaily (Jan. 18, 2012) ? A program designed to boost cognition in older adults also increased their openness to new experiences, researchers report, demonstrating for the first time that a non-drug intervention in older adults can change a personality trait once thought to be fixed throughout the lifespan.

Personality psychologists describe openness as one of five major personality traits. Studies suggest that the other four traits (agreeableness, conscientiousness, neuroticism and extraversion) operate independently of a person's cognitive abilities. But openness -- being flexible and creative, embracing new ideas and taking on challenging intellectual or cultural pursuits -- does appear to be correlated with cognitive abilities.

The new study, published in the journal Psychology and Aging, gave older adults a series of pattern-recognition and problem-solving tasks and puzzles that they could perform at home. Participants ranged in age from 60 to 94 years and worked at their own pace, getting more challenging tasks each week when they came to the lab to return materials.

"We wanted participants to feel challenged but not overwhelmed," said University of Illinois educational psychology and Beckman Institute professor Elizabeth Stine-Morrow, who led the research. "While we didn't explicitly test this, we suspect that the training program -- adapted in difficulty in sync with skill development -- was important in leading to increased openness. Growing confidence in their reasoning abilities possibly enabled greater enjoyment of intellectually challenging and creative endeavors."

Researchers tested the cognitive abilities and personality traits of 183 older adults, randomly assigned to either an experimental group who participated in a cognitive intervention or a control group who did not. They were tested a few weeks before the intervention and afterwards.

At the end of the program, those who had engaged in the training and practice sessions saw improvement in their pattern-recognition and problem-solving skills, while those in the control group did not. And those who improved in these inductive reasoning skills also demonstrated a moderate but significant increase in openness.

This study challenges the assumption that personality doesn't change once one reaches adulthood, said Illinois psychology professor and study co-author Brent Roberts.

"There are certain models that say, functionally, personality doesn't change after age 20 or age 30. You reach adulthood and pretty much you are who you are," he said. "There's some truth to that at some level. But here you have a study that has successfully changed personality traits in a set of individuals who are (on average) 75. And that opens up a whole bunch of wonderful issues to think about."

Study authors also include psychology professor Joshua Jackson, of Washington University in St. Louis; U. of I. postdoctoral researcher Patrick Hill; and graduate student Brennan Payne.

MOUNT PLEASANT, S.C. ? Republican Rick Santorum is declaring himself the winner in Iowa, saying it shows he can defeat rival Mitt Romney. He's also vowing to stick with his bid for the GOP presidential nomination despite Thursday's decision by Texas Gov. Rick Perry to drop out of the race.

Republican officials say the final tally of votes from the Iowa caucuses show Santorum edging Romney by 34 votes. But they won't declare a winner because some votes still haven't come in. Romney had been declared the victor by eight votes.

The conservative Santorum also was endorsed Thursday by Focus on the Family founder James Dobson, an influential conservative Christian leader.

EU to decide on Google, Motorola Mobility deal Feb 13 (Reuters)

BRUSSELS (Reuters) ? EU regulators set on Thursday a new February 13 deadline to decide whether to clear Google's takeover of U.S. handset maker Motorola Mobility after the Internet search engine came forward with new documents to support its case, the EU Commission said.

The EU executive last month suspended the previous January 10 deadline while waiting for certain documents from Google.

The world No. 1 Internet search engine wants to buy Motorola Mobility to boost its patent portfolio and compete better with rivals such as Apple.

U.S. antitrust regulators are also assessing the deal.

'Artist,' 'Tinker Tailor' up for UK film awards (AP)

LONDON ? It's spry versus spy as frothy silent movie "The Artist" and moody thriller "Tinker Tailor Soldier Spy" lead the race for the British Academy Film Awards, Britain's equivalent of the Oscars.

"The Artist" received 12 nominations and "Tinker Tailor" 11, with each film up for best picture and director, and best actor nominations for leading men Jean Dujardin and Gary Oldman.

The other best-film nominees, announced at a ceremony Tuesday by actors Daniel Radcliffe and Holliday Grainger, were "The Descendants," "Drive" and "The Help."

In a diverse field not dominated by any single film, there are also multiple nominations for "Hugo," "My Week With Marilyn," "The Iron Lady" and "The Help."

The nominations are another feather in the cap of "The Artist," a black-and-white French film about a silent screen star's fall with the rise of talkies that has become an unlikely hit. On Sunday it won three Golden Globes, including best musical or comedy film.

Director Michael Hazanavicius said Tuesday he and his crew had been "a bit mad to make a black-and-white silent film in 2011."

"We certainly hoped to find an audience, but the support we have received from so many people in so many different countries was unexpected, overwhelming and quite wonderful," he said.

The shortlist gives a boost to "Tinker Tailor," an atmospheric adaptation of John le Carre's espionage classic that has received rave reviews but has so far been snubbed during the U.S. awards season.

"Tinker Tailor" producer Tim Bevan said the film was a "particularly British cultural phenomenon. It's great that it's being recognized at the BAFTAs but that it hasn't at the Golden Globes is not surprising."

"'The Artist' seems to be the film with the momentum, and rightly so," he said. "It's been an OK year but not a brilliant year for movies, and 'The Artist' defines what cinema should be. It's brave, different, it's got a great shot."

The best actor contest pits Oldman and Dujardin against Brad Pitt for "Moneyball," George Clooney for "The Descendants" and Michael Fassbender for "Shame."

The best actress category includes two performers playing real-life icons ? Michelle Williams as Marilyn Monroe in "My Week With Marilyn" and Meryl Streep as former Prime Minister Margaret Thatcher in "The Iron Lady."

Streep, who has been widely praised for her performance, said the nomination was "thrilling news ... Not just for me, but for the film of which I am very proud, and for the hundreds of people who worked on it! Thanks, from a (New) Jersey girl."

The other nominees are Berenice Bejo for "The Artist," Tilda Swinton for "We Need to Talk About Kevin" and Viola Davis for "The Help."

The prizes will be awarded at a ceremony at London's Royal Opera House on Feb. 12. They are considered an important indicator of prospects at the Academy Awards in Los Angeles two weeks later.

In recent years, the awards, known as BAFTAs, have helped small British films gain momentum for Hollywood success.

In 2010, Danny Boyle's "Slumdog Millionaire" won seven BAFTAs, including best film; it went on to take eight Oscars. Last year "The King's Speech" won seven BAFTAs and four Oscars, including best picture.

"My Week With Marilyn," the story of the movie legend's time shooting an ill-starred comedy in England, received six BAFTA nominations, including a supporting-actor nod for Kenneth Branagh, who plays Laurence Olivier.

He is up against Christopher Plummer for "Beginners," Jim Broadbent for "The Iron Lady," Jonah Hill for "Moneyball" and Philip Seymour Hoffman for "The Ides of March."

The supporting actress category features Carey Mulligan for "Drive," Jessica Chastain for "The Help," Judi Dench for "My Week With Marilyn," Melissa McCarthy for "Bridesmaids" and Octavia Spencer for "The Help."

The multinational best-director contest pits Hazanavicius against Denmark's Nicolas Winding Refn, for the turbocharged "Drive," Sweden's Tomas Alfredson for "Tinker Tailor," Britain's Lynne Ramsay for "We Need to Talk About Kevin" and Martin Scorsese of the United States for "Hugo."

The best British film category contains "My Week With Marilyn," racing documentary "Senna," sex-addiction drama "Shame," family tragedy "We Need to Talk About Kevin" and "Tinker Tailor Soldier Spy."

Steven Spielberg's equine adventure "War Horse" was overlooked in the major categories but gained five nominations, including cinematography, visual effects and music.

US Army certified gaming guns and gear hands-on - Pocket-lint

The US Army has officially endorsed a range of gaming peripherals as produced by CTA Digital.

Leading the pack at CES 2012 was the?US Army Elite Force Assault Rifle for PlayStation 3 & Move, as pictured. It is modelled bump for bump on the genuine assault rifles as used by the troops, only with the addition of PlayStation controls and a red bit at the end so that no one will be too scared if you try to rob a bank with one.

Now, when we say PlayStation controls we mean absolutely every button, stick and function you'll find on a standard DualShock controller - including the vibrations - only spread about the weapon in a slightly different fashion. Essentially, the left and right controls have been put onto the grips of the thing and the menu-type buttons are on the side. Note also that there's a slot on the top where you can wedge a Move controller if you want to have your gestures and, ultimately, where you point the thing, to have an effect too.

It's certainly smooth and easy enough to use. The sticks were a touch on the loose side for our liking but the major flaw is that it's a bit on the silly side if it's not a Move game otherwise you soon discover that you can play with the gun facing the floor, the ceiling or your wall hangings and it makes no difference at all. It may as well just be an odd shaped controller - ok, well, an odd shaped controller with authentic camouflage.

On top of the Assault Rifle, there'll also be a backpack for your console, a pair of closed cup gaming headphones and a throat mic, as well, which means you'll be able to do your game chat without screaming the house down.

All of the products will be available in February, if not before, with the rifle at around $80 and the headsets at $60 and less.

Iraq: Death toll from attack on pilgrims now 53 (AP)

ZUBAIR, Iraq ? A bomb killed at least 53 Shiite pilgrims near the southern port city of Basra on Saturday, an Iraqi official said. It was the latest in a series of attacks during Shiite religious commemorations that have killed scores of people and threaten to further increase sectarian tensions just weeks after the U.S. withdrawal.

The attack happened on the last of the 40 days of Arbaeen, when hundreds of thousands of Shiite pilgrims from Iraq and abroad visit the Iraqi city of Karbala, as well as other holy sites.

Saturday's blast occurred near the town of Zubair as pilgrims marched toward the Shiite Imam Ali shrine on the outskirts of the town, said Ayad al-Emarah, a spokesman for the governor of Basra province. The shrine is an enclave within an enclave -- a Shiite site on the edge of a mostly Sunni town in an otherwise mostly Shiite province.

There were conflicting reports on the source of the blast.

Al-Emarah said the explosion was caused either by a suicide attacker or a roadside bomb. But an Iraqi military intelligence officer who is investigating the attack said it was a roadside bomb, noting that the road from Basra to Zubair being used by pilgrims had been closed to traffic. He spoke on condition of anonymity as he was not authorized to brief the media.

Basra hospital received 53 killed and 137 wounded after the blast, said Dr. Riyadh Abdul-Amir, the head of Basra Health Directorate. He said some of the wounded were in serious condition, and warned the death toll may rise further.

The explosion came as Shiites commemorate the climax of Arbaeen, which marks the end of 40 days of mourning following the anniversary of the death of Imam Hussein, a revered Shiite figure. Pilgrims who cannot make it to the holy city of Karbala, south of Baghdad, often journey to other sacred sites such as the shrine near Zubair.

Majid Hussein, a government employee, was one of the pilgrims heading to the shrine. He said people began running away in panic when they heard a loud explosion.

"I saw several dead bodies and wounded people, including children on the ground asking for help. There were also some baby strollers left at the blast site," he said.

The attack, which bore the hallmarks of Sunni insurgents, is the latest in a series of deadly strikes in this year's Arbaeen. More than 145 people have been killed.

The largest of the Arbaeen attacks ? a wave of apparently coordinated bombings in Baghdad and outside the southern city of Nasiriyah ? killed at least 78 people on Jan. 5. It was the deadliest strike in Iraq in more than a year.

So far there has been little sign of the revenge attacks by Shiite militias and others that brought the country to the edge of civil war in 2006.

But this wave of attacks comes at a particularly tense time.

The last U.S. combat troops left the country on Dec. 18. Many Iraqis resented the foreign presence, but the Americans also guaranteed the status quo. Many Sunnis fear being marginalized in the now Shiite-dominated country following the U.S. departure.

Just as the American troops were leaving, a political crisis erupted that has paralyzed Iraq's government. It pits the country's mostly ethnic- and religious-based political blocs against one another.

The political dispute appears far from being resolved.

On Friday, Deputy Prime Minister Saleh al-Mutlaq called for Iraq's leader, Prime Minister Nouri al-Maliki, to step down or face a parliamentary vote of no-confidence. Al-Mutlaq's Sunni-backed Iraqiya party has been boycotting parliament and cabinet meetings since last month to protest what it sees as efforts by al-Maliki to consolidate power, particularly over state security forces.

Al-Maliki's government, meanwhile, has demanded the arrest of the country's top Sunni politician, Vice President Tariq al-Hashemi of Iraqiya, accusing him of running a hit squad targeting government officials. Al-Hashemi denies the allegations.

U.S. judge backs ATF multiple rifle sales reporting (Reuters)

WASHINGTON (Reuters) ? A U.S. judge on Friday, in a victory for the Obama administration, upheld new federal rules requiring gun dealers in four states bordering Mexico to report the sales of multiple semi-automatic rifles, despite a challenge by the gun industry.

The administration issued the reporting requirements last year despite opposition from the gun industry as part of a stepped-up effort to clamp down on the weapons flowing across the border to violent drug cartels in Mexico.

The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives ordered more than 8,000 gun dealers in Texas, Arizona, New Mexico and California to report the sale within five business days of two or more semiautomatic rifles to the same person.

That includes rifles with a caliber greater than .22 and with the ability to accept a detachable magazine.

Mexican officials have complained bitterly about guns coming illegally from the United States. Tens of thousands of Mexicans have been killed in the drug wars since 2006 when Mexico's government decided to take on the cartels.

Judge Rosemary Collyer, appointed to the bench by Republican President George W. Bush, found that the ATF's requirement was sufficiently narrowly tailored and that it was rational by focusing on the states that border Mexico.

"Congress has effected a delicate balance between ATF's regulation of firearms and the right to privacy held by lawful firearms owners," Collyer wrote in a 21-page ruling. The ATF's reporting requirement "did not disturb that balance."

Gun dealers backed by the National Rifle Association, a powerful lobbying organization, and the National Shooting Sports Foundation, challenged the requirements, arguing they would effectively require national registration of firearms sales, which they said the ATF was not authorized to do.

The gun industry has also said the rules will have no impact on the cartels but rather burden law-abiding retailers and that the reporting requirement was overly burdensome.

"If President (Barack) Obama gets a second term, I think law-abiding gun owners are going to see a lot more of it," Wayne LaPierre, executive vice president of the NRA, told Reuters.

"These drug cartels ... rape, they rob, they murder they throw people into lions' pits, they're not going to be deterred by a form. That must be some form," he said. The groups plan to appeal the ruling.

One gun shop manager in Douglas, Arizona, a city a mile from the Mexico border, said it would not make much difference to him because he had already become very selective about such sales.

"I'm very selective of who I will sell even one paramilitary-type rifle to anymore, because of the hassle," said Lynn Kartchner. "If it ends up in Mexico, I have to go and testify."

Some 36,000 reports of multiple handgun sales were made from the four border states in fiscal 2010, according to the ATF.

The decision came as the ATF has been under scrutiny in recent months after a sting operation to track guns being smuggled to Mexican cartels went awry. The weapons were not tracked beyond the initial purchase.

The ATF welcomed the court decision, saying in a statement that it was "an effort to increase ATF's ability to detect and disrupt the illegal firearms trafficking networks responsible for diverting firearms from lawful commerce into the hands of criminal gangs that threaten law abiding citizens."

Senior U.N. team to visit Iran this month: sources (Reuters)

VIENNA (Reuters) ? Senior U.N. nuclear officials are set to travel to Tehran later this month for a rare visit to discuss their growing concerns that Iran may be seeking to develop atomic arms capability, diplomatic sources said on Thursday.

A high-level team from the U.N. International Atomic Energy Agency (IAEA) is expected to visit Iran around January 28, even though the exact timing has not yet been finalized, two sources said, one of them suggesting it could also happen a day later.

Such a trip would come at a time of escalating tension over Iran's nuclear ambitions with European nations preparing for an embargo on Iranian oil and Tehran threatening to retaliate by blocking Gulf oil shipping lanes vital to the global economy.

Iran, which has stoked Western suspicions by starting to enrich uranium inside a mountain bunker, last month said it had renewed an invitation for a special IAEA team to visit the country.

Earlier this week, an IAEA official told Reuters that the team, to include Deputy Director General Herman Nackaerts and other senior officials, would travel to Tehran "quite soon."

Iran's envoy to the Vienna-based U.N. agency has said the talks would be aimed at "resolving the issue" - a reference to the long-running nuclear dispute - and suggested Iranian officials would be ready to address the IAEA's concerns.

But some Western diplomats expressed skepticism. "I doubt very seriously it will lead to anything," one diplomat said.

The IAEA has often complained that Tehran has failed to engage in substance regarding suspicions that it may be working to develop the means needed to make nuclear bombs.

The Islamic Republic has also signalled readiness to resume talks with major powers that have been frozen for a year.

Western diplomats tend to see such initiatives as attempts by Iran, a major oil producer, to buy time for its nuclear program, without heeding U.N. demands to curb activity that could be put to making atomic bombs.

Iran has come under increased pressure since the IAEA reported in November that Tehran appeared to have worked on designing a nuclear weapon and that secret research to that end may be continuing, charges the country denies.

Iran says its nuclear program is entirely peaceful, aimed at generating electricity and producing medical isotopes to treat cancer patients.

Mideast governments fail to see scale of change: Amnesty (Reuters)

LONDON (Reuters) ? Most Middle Eastern governments are failing to recognize the significance of the Arab Spring and are responding with repression or merely cosmetic change, Amnesty International said Monday.

Reform movements showed no sign of flagging despite bloodshed on the streets and arrests last year, Amnesty said in its report "Year of Rebellion: State of Human Rights in the Middle East and North Africa."

"With few exceptions, governments have failed to recognize that everything has changed," Philip Luther, Amnesty International's interim Middle East and North Africa director, said in a report.

"The protest movements across the region, led in many cases by young people and with women playing central roles, have proved astonishingly resilient in the face of sometimes staggering repression.

"They want concrete changes to the way they are governed and for those responsible for past crimes to be held to account.

"But persistent attempts by states to offer cosmetic changes, to push back against gains made by protesters or to simply brutalize their populations into submission betray the fact that for many governments, regime survival remains their aim."

In Syria, there were more than 200 cases of reported deaths in custody by the end of the year, more than 40 times the recent average annual figure, Amnesty said.

In Yemen, more than 200 people had been killed in connection with protests while hundreds more died in armed clashes.

In Bahrain, it was unclear how committed the government was to implementing reform recommendations made by an independent report, Amnesty said.

The report also said that despite the optimism that had greeted the fall of long-standing rulers in Tunisia, Egypt and Libya, concern remained that the gains had yet to be cemented by key institutional reforms.

In Egypt, Amnesty found that the military rulers had been responsible for abuses that were "in some aspects worse than under Hosni Mubarak."

About 84 people had died under violent suppression between October and December last year, while more civilians had been tried before military courts in one year than under 30 years of his rule, it said.

In Tunisia, it was "critical" that a new constitution was drafted to ensure it guaranteed protection of human rights and equality under the law, the report said.

Amnesty also criticized international powers and regional bodies for "inconsistencies" in their response to the situations in Libya, Syria and Bahrain, and of "failing to grasp the depth of the challenge to entrenched repressive rule."

"Support from world powers for ordinary people in the region has been typically patchy," Luther said.

Media favored Romney coverage despite strong NH interest in Paul news (Daily Caller)

Google searches for news about Texas Rep. Ron Paul dominated the Republican field in New Hampshire in the days leading up to Tuesday?s New Hampshire primary, while the amount of media overwhelmingly favored former Massachusetts Gov. Mitt Romney.

The results of a recent study by social media analytics firm Socialagility suggested that the number of times a candidate is mentioned in the media ? as opposed to social media ? more closely mirrors the results of an election.

Searches for news stories about Paul?grew?38.6 percent between Jan. 3 and Jan. 8, according to Google Insights for Search.?News searches for Romney increased 78.6 percent in New Hampshire,?but when?compared?solely against Paul,?Romney did not register on the New Hampshire graph. There was not enough online interest in new stories about Romney ? nor the rest of the GOP candidates, other than?Paul???to generate enough search volume to even?produce?a graph for the last 30 days.

New Hampshire Google users displayed more interest in news stories about Ron Paul than the rest of the GOP field, while Romney received 175 percent more media coverage than the Texas congressman.

While media mentions in the past week ? as of January 10 ?? dropped for every Republican candidate except for former Utah Gov. Jon Huntsman, Romney led the pack with 9,155 media mentions?according to the Washington Post app, @mentionmachine. He was mentioned 3,937 times more than Paul.

Excluding Paul, Romney and former Sen. Rick Santorum were the only Republican candidates who registered on a graph?depicting?a broader look at New Hampshire search interest trends from December 11 ? January 8. Romney rose 284 percent between Jan. 3 and Jan. 8, while interest in Santorum averaged at zero percent.

The Party Down Movie Will Film in 2012

Party Down fans, there is finally real hope: According to series co-star Megan Mullally, a feature film continuation of the cancelled show, about Hollywood hopefuls employed by an L.A. catering company, is on its way with most of the original cast likely to return. Get more details after the jump!

Spilling the news over the weekend at the Television Critics Association tour, where she was promoting her new show Breaking In, Mullally dropped more concrete details on the film, which her co-stars and series co-creator Rob Thomas have hinted at for months.

According to The Hollywood Reporter, Mullally says the Party Down film will pick up where the show's second season ended when it was cancelled by Starz in June of 2010, and that "the entire cast is coming back, with the possible exception of Jane Lynch, who she was not sure about."

Co-creator John Enbom is currently writing the script, with shooting to commence this spring or summer. Shooting during the spring hiatus makes the most sense, since various Party Down alums have since scattered to other shows.

So, fans -- how excited are you to hear of actual movement on a Party Down movie? And is it too early to start planning a double feature movie night with the eventual (knock wood) Arrested Development movie?
