CONVENTION WATCH: Romney's big night approaches

Convention Watch shows you the 2012 political conventions through the eyes of Associated Press journalists. Follow them on Twitter where available with the handles listed after each item.

___

POLICE-PROTESTER LOVE?

As the Republican National Convention wears on, protesters are getting worn out.

The busloads of protesters ? who are staying at a makeshift camp dubbed "Romneyville" ? have seen their food and water supplies dwindle. Law enforcement has noticed, as well.

So on Thursday morning, police brought boxed lunches of sandwiches, fruits and ice-cold water to Romneyville. Chief Jane Castor said police had extra food, so they decided to donate it rather than throw it out.

Castor, during a morning news conference, said simply: "We're here to serve the public."

WHO'S TUNING IN

Sure, political conventions aim to fire up the die-hard partisans in the arena, but they're also made-for-TV events designed to appeal to undecided voters. Recent polling suggests they may not be hitting their mark.

A Pew Research Center survey before the Republican convention began found just over four in 10 adults were interested in following each party's convention.

Partisans were most interested in their own gathering ? 70 percent of Republicans were interested in this week's events and 66 percent of Democrats were interested in their party's upcoming convention. Fewer partisans check in on the other team: 41 percent of Democrats were interested in the goings-on in Tampa, Fla., while 28 percent of Republicans were interested in tuning in for Obama's re-nomination.

Among independents, just 37 percent said they were interested in the Republican convention, 36 percent in the Democratic one.

For Republicans angling for young, disaffected Obama voters, the convention may not be their best chance. Overnight ratings for the GOP convention suggested less than 10 percent of viewers were under age 35. The Pew poll found less than 30 percent of twenty-somethings were interested in the political conventions.

ROMNEY PREVIEW

In his big speech, Mitt Romney will make a direct appeal to voters who felt excited to cast a ballot for Barack Obama four years ago.

"If you felt that excitement when you voted for Barack Obama, shouldn't you feel that way now that he's President Obama?" Romney says in excerpts released before his Thursday night speech. "You know there's something wrong with the kind of job he's done as president when the best feeling you had, was the day you voted for him."

You've been let down, Romney's telling former Obama voters, by a presidency that lapsed into disappointment and division.

"Many Americans have given up on this president, but they haven't ever thought about giving up," Romney says. "Not on themselves. Not on each other. And not on America."

Riffing on Obama's 2008 catchphrase, "Yes we can," Romney plans to tell Americans, "Now is the moment when we CAN do something."

What can Americans do, according to Romney? Vote for him.

POLITICAL FOOTBALL

There may be large swaths of a Republican stronghold otherwise occupied during Mitt Romney's big speech Thursday night. College football debuts at the same time, and that can trump anything else on TV, especially in the pigskin-crazy South.

The marquee matchup happens down in Tennessee, with Steve Spurrier's No. 9 South Carolina Gamecocks taking on the Vanderbilt Commodores in Nashville at 7 p.m. EDT. But the GOP probably isn't worried about losing interest or votes in either South Carolina or Tennessee, both of which are normally reliable Republican states in presidential contests.

___

TEMPEST OVER A TEMPEST

The Democratic Party chairwoman, who also happens to be a Floridian, is slamming Republicans' decision to continue with their Tampa convention as the Gulf Coast was battered by a hurricane.

She says it's an example of the GOP's "continued focus on winning at all costs."

"I will note that the parties, the special interest fund bashes that were not canceled, went on in spite of the fact that our state was getting hit and Tampa was in the path of the storm," Rep. Debbie Wasserman Schultz said at a press conference Thursday, when asked if Republicans had acted wisely by canceling the first day of their convention.

"I give them credit for canceling the first day," she said. "The way they handled it going forward as the rest of the region was getting battered - probably a challenging situation for them. There are other ways they could have handled it other than the way they chose. They could have taken things down a notch."

___

IT'S ABOUT THE MOMENT

After watching the boss try out the podium and the teleprompters, senior aide Eric Fehrnstrom was in no mood to lower expectations. He predicted a great performance from Mitt Romney as he formally accepts the presidential nomination Thursday night.

"These speeches are just as much about the moment as they are about the words," Fehrnstrom said. "One thing we know about Mitt Romney is that he always rises to the occasion.

"This is the biggest speech of his political career. And I have no doubt that he will deliver the best speech of his political career."

___

STANDING O

Mitt Romney got a standing ovation in the convention hall ? six hours before he was set to take the stage for his speech.

Romney and running mate Paul Ryan stopped in for an afternoon walk-through at the Forum in Tampa, Fla., where Romney formally accepts the presidential nomination Thursday night.

Delegates milling around the mostly empty hall stood and applauded for Romney and Ryan, both dressed in suit and tie.

The two paused for photographs near the podium with campaign staff, including senior adviser Eric Fehrnstrom and policy director Lanhee Chan.

After that, Romney stood at the podium while aides adjusted the height of his teleprompter.

Minutes later, they were gone.

SAY WHAT?

Arizona Republican Gov. Jan Brewer has proclaimed her support for the election of ... Barack Obama?

Clearly just a verbal slip, says her spokesman. The governor's skirmishes with the Obama administration over the issue of illegal immigration are well-known. At one point she was captured on camera pointing an angry finger at the president as they talked on an airport tarmac.

Brewer's surprising comment came in an MSNBC interview Wednesday at the GOP convention in Tampa, Fla., as she renewed her call for improved security on the U.S.-Mexico border.

Brewer said she was hopeful Obama would be elected in November so he could help come up with a solution. She didn't correct herself, nor was she prompted to.

Brewer spokesman Matthew Benson said Thursday that the governor isn't the first person to misspeak amid the chaos of a crowded room.

For the record: Brewer continues to endorse Republican Mitt Romney for president.

___

FUNEREAL?

At a thank-you luncheon Wednesday for campaign supporters, Ann Romney enthused that the convention has given her a chance to "see so many people you've known" over time.

"It's like going to your own funeral," she joked.

Maybe not the best metaphor.

? Nancy Benac ? Twitter http://twitter.com/nbenac

___

COUSIN WHO?

On his big speech day, Mitt Romney spent the morning visiting with family ? family in the triple digits.

"About 120 of our family gathered," Romney told campaign donors gathered in a banquet hall in St. Petersburg. "And it's amazing how the families come together in times like this. We got our pictures taken with some members we hadn't seen in a long time. It was heartwarming."

? Nancy Benac ? Twitter http://twitter.com/nbenac

___

ROMNEY PREGAME

No matter what GOP nominee Mitt Romney says Thursday night, it'll join the reel of history.

In that spirit, the public affairs-focused cable channel C-SPAN warmed up its audience Thursday with a trip down convention memory lane.

C-SPAN aired convention addresses of Republican nominees past, starting with Barry Goldwater's "renew freedom's vision" speech at San Francisco's Cow Palace Arena in 1964. Throughout the afternoon, viewers could see archived remarks of Richard Nixon in 1968, Ronald Reagan in 1984, George H.W. Bush in 1998 and George W. Bush in 2000.

? Brian Bakst ? Twitter http://twitter.com/Stowydad

___

A NEW STAGE

Mitt Romney's convention planners transformed part of the Forum overnight, getting ready for the big finale ? the presidential nominee's speech to the nation.

They extended the stage about 12 feet out into the crowd and surrounded the bottom of the steps with a see-through barrier. They're still drilling and working on it, and the podium is gone at the moment. A bunch of people are testing the stability of the new stage now. Currently, the center seats are gone, but there's still a space where they haven't put down new carpeting and it looks like the seats will go there.

___

A GHOSTLY PRESENCE

Former President George W. Bush may be a ghostly presence at the Republican National Convention, but his brother expects him to get top billing, of sorts, next week.

"He'll be more at the Charlotte convention," joked former Florida Gov. Jeb Bush on "CBS This Morning." He was referring to the Democratic National Convention that begins Tuesday and is likely to feature lots of George Bush-bashing.

Jeb Bush acknowledges that his brother has been a target because voters blame him for the nation's economic problems. The former president has held no place of honor at the GOP convention other than a video tribute.

That doesn't mean he isn't tuning in to the convention.

"I think he's watching it, and I know he's interested in it," Jeb Bush said. "He's curious about this country. But his attitude is, 'Look, I had a chance, I served, I did my best. It's Mitt Romney's night. It's his turn.'"

___

MEET REINCE

David Letterman wants to help people get to know Republican Party Chairman Reince Priebus.

He couldn't resist milking some jokes out of that intriguing name.

So Letterman put together a gauzy little biographical segment about Priebus for Wednesday night's "Late Show."

All you need to know:

"Reince Priebus is the chairman of the Republican National Committee. He's a lawyer and a former chairman of the Wisconsin Republican Party. He has four brothers: Roink, Rurch, Remp and Rift. Now you know Reince Priebus."

? Nancy Benac ? Twitter http://twitter.com/nbenac

___

BE NICE

President Barack Obama has some nice things to say about Mitt Romney. Really.

He got asked by Time magazine whether there were things "that you actually do admire" about the GOP nominee.

And the Time interviewer specifically asked for something other than the usual dodges about Romney having a nice family and working on health care in Massachusetts.

Here's what Obama came up with:

"He strikes me as somebody who is very disciplined. And I think that that is a quality that obviously contributed to his success as a private equity guy. I think he takes his faith very seriously. And as somebody who takes my Christian faith seriously, I appreciate that he seems to walk the walk and not just be talking the talk when it comes to his participation in his church."

? Nancy Benac ? Twitter http://twitter.com/nbenac

___

LATE-NIGHT MITT

The voters Mitt Romney most needs to connect with during Thursday's acceptance speech aren't in the Republican National Convention hall. They're swing voters in their living rooms in places like Iowa, Nevada and Virginia.

Romney, now the official GOP nominee, takes the stage in the 10 o'clock hour in Tampa, Fla.

Of the states deemed most competitive for the fall, four are in the Eastern time zone: Florida, New Hampshire, Ohio and Virginia. Two are an hour behind in the Central time zone: Iowa and Wisconsin.

Romney's speech will be delivered in the 8 p.m. hour in Colorado and the 7 p.m. hour in Nevada.

Retired Homeowners Living in Property Goldmine - Property Insurance

Many retired homeowners are living in property that could make them substantial sums of money if sold. New figures out today from Retirement Solutions show that the over-65s are sitting on property with ?757 billion of unrealised equity. Despite gloomy predictions in the housing market, the amount of equity per property has increased by almost ?3000 over the last couple of years as the market has stabilised in many areas following the falls that came as a result of the credit crunch.

This has helped fuel the equity release market. Retirement Solutions, who carried out the research, is an equity release firm. Group Director Dean Mirfin said that ?whatever happens in the housing market over-65s own considerable property wealth which represents a massive investment success as they no longer have mortgages on houses they may have bought more than 25 years ago?.

Elderly homeowners who have equity in their property could choose to look for an equity release deal so that they have some liquid cash to enjoy in their retirement. Others may feel that they would rather keep all the value of their homes in order to pass the asset on to their children and grandchildren when they die. Which option is likely to be the best one for pensioner homeowners may depend on where they live. In London and the South-East, pensioners own around a third of property equity. They have seen gains of nearly ?16,000 on average in the value of their properties. At the other end of the scale, those in the East Midlands have seen the value of their properties fall by an average of ?700.

Homeowners with significant and growing equity may feel that they can afford to take some of it out of the property now without risking their ability to pass on an inheritance. Equity release can also sometimes be used to pay for care while avoiding the need to sell a much-loved family home. If you have elderly relatives who are staying in their home and using equity release to pay for in-home care, it is important that you make sure they keep up with the financial and practical realities of running a home as they get older. Make sure that they are able to budget for bills, including property insurance as well as utility bills and manage basic maintenance and cleaning.

In an often uncertain housing market, the over-65s are able to benefit from having paid off their mortgages. However they choose to use that asset, it is one that can help give them (and often their families) a little peace of mind in an uncertain world.

Rare find: Feathered dinosaur feasted on flying food

ScienceDaily (Aug. 29, 2012) ? University of Alberta researchers found evidence that a feathered, but flightless dinosaur was able to snag and consume small flying dinosaurs.

The U of A paleontology team found the fossilized remains of three flying dinosaurs in the belly of a raptor-like predator called Sinocalliopteryx. Sinocalliopteryx was about two meters in length and roughly the size of a modern-day wolf.

Sinocalliopteryx's flying meals were three Confuciusornis. Confuciusornis was one of the earliest birds and had a crude version of a modern bird's skeleton and muscles. The researchers say such primitive birds were probably limited to slow take-offs and short flights.

According to the researchers, this is the first time a predator has been linked to the killing of multiple flying dinosaurs.

Scott Persons, a U of A paleontology student and research coauthor, says Sinocalliopteryx may have used stealth to stock the flyers. "Sinocalliopteryx didn't have wings or the physical tools needed to be an adept tree climber," said Persons.

Persons explains Sinocalliopteryx had feathers or hair-like fuzz covering its body creating a level of insulation that helped maintain a warm body temperature and high metabolism that required a lot of food to fuel.

"The fact that this Sinocalliopteryx had, not one, but three undigested birds in its stomach indicate it was a voracious eater and a very active hunter," said Persons.

This find was made in China's Liaoning province, and U of A researchers analyzed stomach contents of a second Sinocalliopteryx fossil discovery from that area. The researchers identified this Sinocalliopteryx's last meal as a Sinornithosaurus, a small feathered meat-eater about the size of a house cat that may have been able to fly or glide short distances.

"Sinornithosaurus is a relative of Velociraptor which means this is the first direct evidence of a raptor becoming another predatory dinosaur's meal," said Persons.

Liftoff! NASA launches twin probes to study Earth's radiation belts

This story was updated at 6 a.m. ET.

An unmanned rocket turned night into day early Thursday (Aug. 30) as two heavily armored NASA spacecraft finally launched into orbit study Earth's harsh radiation belts after a week of delays.

The twin Radiation Belt Storm Probes launched at 4:05 a.m. EDT (0805 GMT) today from Florida's Cape Canaveral Air Force Station, lighting up the predawn sky as it soared into space atop an unmanned United Launch Alliance Atlas 5 rocket. The liftoff had been planned for Aug. 23, but it was pushed back two days due to technical glitches, and then another five days to avoid foul weather from Tropical Storm Isaac.

"It was a wonderful event, a very smooth countdown," NASA launch manager Tim Dunn said after the launch, adding that the Atlas 5 gave NASA's newest science satellites "a great ride."

"We're all thrilled. Just excited as can be," Dunn added.

After a 60-day commissioning period on orbit, the new radiation-tracking spacecraft will begin the science phase of their two-year mission, which aims to help scientists understand how Earth's two doughnut-shaped Van Allen radiation belts affect our planet's space weather.

Such information could have considerable practical applications, researchers said, since extreme space weather can knock out satellites and disrupt GPS signals, radio communications and power grids.

"RBSP will be able to predict the extremes and the dynamic conditions of space weather," Mona Kessel, program scientist for the $686 million mission at NASA headquarters in Washington, D.C., told reporters in a prelaunch briefing on Aug. 20. [Launch Photos: NASA's Radiation Probes Blast Off]

Mysterious radiation belts

The twin solar-powered probes will ply the Van Allen belts, where trillions of high-energy charged particles from the sun have been trapped by Earth's magnetic field. These fast-moving particles can damage satellites and potentially pose a threat to orbiting astronauts.

To deal with this harsh radiation environment, critical components on each RBSP spacecraft are shielded by 0.33 inches (8.5 millimeters) of aluminum.

The inner Van Allen belt usually extends from the top of Earth's atmosphere to about 4,000 miles up (6,437 kilometers), while the outer one runs from around 8,000 to more than 26,000 miles above our planet (12,874 to 41,842 km). The belts are dynamic, however, and can expand greatly during solar storms.

Though the two belts were discovered in 1958, they remain mysterious today. For example, the belts sometimes react quite differently to seemingly similar solar outbursts, for reasons scientists don't yet understand.

The RBSP team hopes the twin probes can help researchers get to the bottom of such puzzles.

"RBSP was designed to answer the questions of how these radiation belts are responding," said mission deputy project scientist Nicola Fox, of the Johns Hopkins University Applied Physics Laboratory in Laurel, Md.

Working together

The nearly identical RBSP spacecraft are about 6 feet wide by 4 feet tall (1.8 by 1.2 meters), though their span increases to 10.5 feet (3.2 m) with their solar panels deployed. Each weighs roughly 1,400 pounds (635 kilograms).

The probes will fly in formation through the Van Allen belts on highly elliptical orbits, mapping out the regions' magnetic fields and charged particle density with their eight science instruments.

"We need eight because we're measuring across this huge [particle] energy range," said Harlan Spence of the University of New Hampshire, one of the mission's principal investigators.

And launching two spacecraft rather than one is not redundant, either, scientists said. The probes' observations will allow researchers to determine whether differences in radiation levels inside the belts reflect changes across space or time.

Together, the RBSP spacecraft will precisely track how the Van Allen belts ebb and flow over time. This information ? combined with observations from sun-watching spacecraft like NASA's Solar Dynamics Observatory ?could greatly improve scientists' space weather forecasts down the road, researchers said.

RBSP's measurements could also have more immediate benefits, they added.

The probes' observations "will be delivered in near real time to users all over the world, so that those users can use the space weather data to protect sensitive ground-based as well as space-based assets," said Michael Luther, deputy associate administrator for programs for NASA's Science Mission Directorate.

Flight attendant's career landing in Guinness book

(AP) ? A flight attendant is landing in the Guinness World Records book after spending 63 years moving about the cabin.

Ron Akana, 83, worked his last route over the weekend on a United Airlines flight from Denver to Kauai, ending his career in the state where it began.

Hawaii, however, wasn't his final stop. His destination was retirement in Boulder, Colo., where he has been living since 2002 to be closer to his grandchildren. He spent his first few days of retirement writing thank-you notes to well-wishers.

"I wasn't expecting this much attention," he said Tuesday.

Akana joined the airline while a student at the University of Hawaii in 1949, when friends spotted a newspaper ad. "We didn't even know what a flight steward was," he recalled. "But it meant getting to the mainland, which was a huge deal in those days.

"It seemed pretty exciting and it proved to be more than that," he said.

And so he became one of United's first male flight attendants. "We just liked working with girls," he said.

The Korean War took him away from his job for two years when he was drafted in 1951. Akana said his most memorable moments included meeting the cast of the 1953 movie "From Here to Eternity," ? mentioning Frank Sinatra and Deborah Kerr by name ? and going from propeller planes to jets, which cut travel time in half.

Over the years, he's seen it all. Passengers would dress up, not down. Think suits, not flip-flops. Smoking was no big deal, not a federal offense.

Over time, though, things changed. The meal service became better. No more smoke. In-flight movies, which he said started to be shown seven or eight years after he began his career. And, of course, tight security after the Sept. 11 terrorist attacks.

Guinness World Records came calling a few months ago and later sent him a plaque recognizing him as the longest-serving flight attendant. He's been told he'll appear in the record book in October.

To get a sense of how long he's been in the air, consider that if his 200 million miles counted toward United's frequent flyer program, he could treat the entire town of Big Rock, Ill., population 1,138, to a first class trip from Chicago to Honolulu and back ? then once a month for the next 12 years, he'd still have enough miles to travel with his wife, Elizabeth, anywhere they want in the continental U.S.

Akana decided to retire after he was offered a buyout. But he admits being tempted to hang on for the arrival of the next super jet, the Boeing 787. "I shall have to watch from the sidelines," he said.

While he's now retired, Akana is not done flying. From now on, his wife will be joining him.

"I got terrific travel privileges," he said, adding: "There's a lot to be seen."

What do Yemenis want from the West? Whitening strips, for one thing.

My life has taken a number of unexpected turns since I moved to Yemen last year, but I never expected it to lead me to a Brooks Brothers in downtown Washington, DC. But there I was two weeks ago, picking up an umbrella for one of my neighbors in Sanaa?s old city.?

For whatever reason, my neighbor Hussein, an area elder and former world-class ping-pong player, took an almost immediate liking to me. Within months of my arrival in the Yemeni capital, the 60-something father of 10 had me calling him uncle, rarely allowing me to pass by without summoning me by enthusiastically screaming ?Texas? ? an odd choice for a nickname, since I?ve never set foot in the state.

He also took a liking to my black and white-checkered Brooks Brothers umbrella. Whether due to the memory of the draconian laws of the long-overthrown Imamate, which restricted umbrella use to the upper echelons of Yemeni society, or a genuine admiration for classic American design, he developed an odd fixation with it. Having spent a few afternoons as a guest in his home, I couldn't refuse his request that I pick him up an umbrella like mine during my brief trip back to the United States last month. ? ??

It was only one of a string of things, from Aspirin to iPhones, I?ve been asked by Yemeni friends and neighbors to transport back to Sanaa. Neighborhood kids have grown to anticipate my returns from abroad, loitering by my door for my eventual appearance with a bag of candy or a box of sweets. As I passed out desserts I picked up from a famous Egyptian bakery during my lengthy layover in Cairo, I felt like some odd derivative of Santa Claus ? a diminutive Italian-American who falls from the sky to deliver sweets during the last days of Ramadan.?

As I devoured baklava and basbousa with my neighbors, I distributed the motley assortment of specific items they had requested. I finally got a bottle of baby aspirin to the older man with a heart condition who lives across the alley from me.

I also managed to get whitening strips to neighborhood teenagers, who have grown increasingly self-conscious about their teeth as they approach marrying age ? qat, the chewing of which is a favorite pastime of male Yemenis, discolors their teeth.

It took a great deal of effort to rebuff their efforts to pay me back, although I?m sure I?ll be milking free dinners from the gift giving spree for months. (I?ll admit, though, that I did make my driver give me $200 dollars for the iPhone I picked up for him, at his request.)

It often seems like conflict zones such as Yemen become merely places where violence happens, not where millions of people live. The humanity of people living there often seems forgotten.?

But as I gently grabbed my new iPad back from the crumb-covered hands of neighborhood children admiring its ?Call to Prayer? app, impressive even to non-Muslims,?and headed out into the night to track down my charmingly eccentric, Brooks Brothers umbrella-loving adopted uncle, the often dominant image of a violence-wracked Yemen ?on the brink? was far from my mind. For a few moments, at least, it was hard to see Yemen as anything other than home.

New mileage standards would double fuel efficiency

(AP) ? The Obama administration has finalized regulations that will force automakers to nearly double the average gas mileage of all new cars and trucks they sell by 2025.

The rules mean that all new vehicles would have to get an average of 54.5 miles per gallon in 13 years, up from 28.6 mpg at the end of last year. The requirements will be phased in gradually between now and then, and automakers could be fined if they don't comply.

The regulations, announced Tuesday, will change the cars and trucks sold in U.S. showrooms, with the goal of slashing greenhouse gas emissions and fuel consumption. Automakers will need to improve gasoline-powered engines, and sell more alternative fuel vehicles. Critics say the rules will make cars unaffordable by adding thousands of dollars to the sticker price.

The "Corporate Average Fuel Economy," or CAFE standards, will vary by automaker depending on the mix of models they sell. The requirements will be lower for companies such as General Motors, Ford and Chrysler, which offer more pickup trucks. The standards can be lowered by the government if people suddenly start buying less-efficient vehicles in the future, although few expect that to happen.

The administration says the latest changes will save families up to $7,400 on fuel over the life of a vehicle. The standards also are the biggest step the U.S. government has ever taken toward cutting greenhouse gas emissions, Environmental Protection Agency Administrator Lisa Jackson said. Tailpipe emissions from cars and light trucks will be halved by 2025.

President Barack Obama said the new fuel standards "represent the single most important step" his administration has taken to reduce U.S. dependence on foreign oil.

But Republican presidential nominee Mitt Romney has opposed the standards, and his campaign on Tuesday said any savings at the pump would be wiped out by the rising cost of cars and trucks.

Already, automakers have committed to an average of 35.5 mpg by model year 2016 under a deal reached with the Obama administration three years ago.

In the arcane world of government regulations, the rules don't mean that each new car or truck will get 54.5 mpg. The average vehicle will get closer to 40 mpg in real-world driving. Automakers will be able to sell pickup trucks and less-efficient vehicles as long as that's offset somewhat by smaller vehicles that already can get upward of 40 mpg.

Automakers can reduce the mileage they're required to get with credits for selling natural gas and electric vehicles, changing air conditioning fluid to one that pollutes less, and adding stop-start circuits that temporarily shut off the engine at stop lights.

At showrooms, dealers are likely to offer more efficient gas-electric hybrids, natural gas vehicles and electric cars. There also will be smaller motors, lighter bodies and more devices to save fuel.

Automakers have already been adding technology to boost the efficiency of gasoline-powered engines, mainly because people want to spend less at the pump. Fuel economy is the top factor people consider when buying a car in the U.S., according to the research firm J.D. Power and Associates. The national average for gasoline hit $3.76 Tuesday, the highest price ever for this time of year.

Fuel efficiency has been rising for the past five years because government regulations and high gas prices have encouraged smaller vehicles and engines. The average new car now goes almost four miles farther on a gallon of gas than it did in October of 2007, according to the University of Michigan Transportation Research Institute.

Market demand for more efficient vehicles already has pushed the auto industry to boost mileage with an array of technology, said Roland Hwang, transportation director for the Natural Resources Defense Council. "We're pleasantly surprised to see how fast the industry is moving," he said.

The administration estimates that the new rules, combined with those that began in 2011, will raise the cost of a new car about $2,800 by 2025. The estimates are based on 2010 dollars. But the government says the net savings from the requirements still will be $3,500 to $5,000 because people will spend less on gas.

The administration also predicts that the new regulations will cost the auto industry about $135 billion from 2017 to 2025.

The new rules were adopted after an agreement between the administration and 13 automakers last year. That's a change from the past, when automakers fought the regulations, saying they cost too much.

Industry leaders repeatedly told the Obama administration that they wanted one nationwide fuel standard, fearing separate mileage standards from California and other states.

"They wanted certainty so that as they invest in the future they will know what rules they are playing by," the EPA's Jackson said.

Fuel economy standards were first imposed on U.S. automakers in the 1970s. The aim was to make cars more efficient and reduce the nation's dependence on foreign oil at time when the Arab oil embargo was creating gasoline shortages. The administration says this is the first update in decades.

The National Highway Traffic Safety Administration will enforce the standards, calculating the average mileage of cars sold by each automaker. Automakers can be fined if they don't comply.

The requirements, which can be imposed without congressional approval, will be reviewed in 2018 and could be reduced if the technology isn't available to meet the standards.

The rules are tough, but General Motors, the largest U.S. car company, will roll out features to comply, spokesman Greg Martin said.

"Consumers want higher fuel efficiency in their cars and trucks, and GM is going to give it to them," he said.

What is diabetes type 1.5? - Health Niche

In the year 2000, the World Health Organization WHO reckoned that 171 million people all over the world were suffering from diabetes. Experts predict that by the year 2030, there will be approximately 366 million people affected by the disease. Diabetes belongs to a group of metabolic diseases leading to a high and life-threatening blood sugar. Most popularly, the defect is divided into two subcategories: diabetes type one and diabetes type two. Whereas type one is caused by a failure to produce the hormone insulin and often occurs at an early age, type two results from an insulin resistance developing with age. However, there is also an in-between type which has been coined diabetes type 1.5 and which is also known as LADA, i.e. Latent Autoimmune Diabetes of Adults.

LADA: How come?

The in-between type is described as a condition in which diabetes type one develops in an adult age. That is due to the fact that the destruction of insulin-producing beta cells can occur at different rates. If it happens fast, it leads to symptoms at an early age (type one), if it happens slowly, it leads to problems at a later age (LADA). In order to test an emerging diabetes type one, and to avoid a misdiagnosis of type two which also happens at an adult age, it is necessary to conduct antibody tests. People suffering from LADA can show a positive reaction to the antibodies test, people suffering from type two are unlikely to do so. Laboratories own ELISA kits for scientific research in order to get the results.

Avoiding a misdiagnosis

It is estimated that 20 percent of the people officially suffering from diabetes type two actually suffer from type 1.5. In order to optimize the treatment of these people, which does not in every case require an insulin therapy but might also be managed through changes in nutrition and lifestyle, antibody tests should be conducted more than once as it may track the progression of the disease. How far medical research has developed can be seen in the huge amounts of antibody test applications offered at www.antibodies-online.com/.

15-year-old Lydia Ko leads in Canada

COQUITLAM, British Columbia (AP) ? Lydia Ko took a one-stroke lead Saturday in the Canadian Women's Open in her bid to become the youngest winner in LPGA Tour history, shooting an even-par 72.

The 15-year-old South Korean-born New Zealander had an 8-under 208 total at The Vancouver Golf Club.

"It's good to stay at the top of the leaderboard, but my first goal was to make the cut and hopefully top 15 or something," Ko said. "But to be up there is just an honor, especially playing against the world's best. Fifteen year olds don't lead at an LPGA event all the time. Like I said, I'm very surprised. But I've been playing really good golf and I've been really confident with my game."

Also trying to become the fifth amateur winner and first since JoAnne Carner in the 1969 Burdine's Invitational, Ko won the U.S. Women's Amateur two weeks ago. In January, she won the New South Wales Open in Australia at 14 to become the youngest player to win a professional tour event.

Lexi Thompson is the youngest LPGA Tour winner, taking the Navistar LPGA Classic last September at 16.

Ko bogeyed the par-4 18th, making a 5-foot putt after her 4-foot par try lipped out. She finished the round with three birdies and three bogeys.

"Today I tried to have more fun, but my score wasn't as good," Ko said. "I mean, 72 is better than 73 or any other score, so I'm pretty happy.

"Tomorrow, I'm just going to try my best. I've got to play my own game. I can't concentrate on what the other players are doing. If they shoot 66 and I shoot 68 and I lose, I can't control what they do."

Chella Choi, tied for the second-round lead with Ko, had a 73 to drop into a tie for second with Stacy Lewis, Inbee Park and Jiyai Shin. Lewis, a two-time winner this year, had a 66, Shin shot 69 and Park 70.

Lewis began the round seven strokes behind Ko and Choi.

"It's the kind of course if you get some birdies early and kind of get rolling on the par 5s, you can shoot a good number," Lewis said. "If you don't, you'll be struggling for pars. I mean, it's a course that you can play well and shoot 1 or 2 under. So it's just kind of the way the course plays, I think."

The verdict in the high-stakes trial between the two tech giants was still being read in a federal courtroom in San Jose, California, and not all of the key legal findings had been announced.

Refinery blast kills 24 in Venezuela, dozens hurt

CARACAS, Venezuela (AP) ? A huge explosion rocked Venezuela's biggest oil refinery early Saturday, killing at least 24 people and injuring more than 80 others in the deadliest disaster in memory for the country's key oil industry.

Balls of fire rose over the Amuay refinery, one of the largest in the world, in video posted on the Internet by people who were nearby at the time.

At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released from the hospital.

Officials said those killed included a 10-year-old boy, but that most of the victims were National Guard troops stationed at the refinery.

Vice President Elias Jaua, who traveled to the site in western Venezuela along with a team of top officials, said the authorities were "trying to save the greatest number of lives."

Officials said firefighters had controlled the flames at the refinery on the Paraguana Peninsula, where large clouds of smoke were rising at daybreak.

Oil Minister Rafael Ramirez said the state oil company should be able to "restart operations in a maximum of two days."

"We have sufficient supplies... in the entire country, and our production at the maximum to deal with any situation in our domestic market," Ramirez said. "In that sense, we won't have major effects."

An official of the state oil company, Petroleos de Venezuela SA, said the country also has enough supplies on hand to guarantee its international supply commitments. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.

The blast occurred after 1 a.m. when a gas leak created a cloud that ignited, Ramirez said. Some nearby houses were damaged by the blast, he said.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said. "The blast wave was of a significant magnitude."

Images in early hours after the blast showed the flames casting an orange glow against the night sky. One photograph showed an injured man being wheeled away on a stretcher.

"The areas that had to be evacuated were evacuated," Falcon state Gov. Stella Lugo said on television, according to the state-run Venezuelan News Agency. "The situation is controlled. Of course they're still a fire rising very high, but ... the specialists tell me there is no risk of another explosion."

Ramirez said oil workers will determine what caused the gas leak and were inspecting the damage along with troops. Ramirez said that nine storage tanks were damaged. He said supplies of fuel had been cut off to part of the refinery, and that the fire had been brought under control.

"At this time, the situation is controlled," Jaua said on television, while smoke continued to rise from the refinery. Jaua said earlier on his Twitter account that the military was deployed to the area and that air ambulances were dispatched to ferry the wounded.

Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude per day and 200,000 barrels of gasoline. Venezuela is a major supplier of oil to the U.S. and a member of the Organization of Petroleum Exporting Countries.

AU urges Gambia not to execute prisoners

The African Union has asked Gambia's President Yahya Jammeh to renounce plans to execute all prisoners on death row, who include many political detainees.

Benin's Foreign Minister Nassirou Bako Arifari was sent by his country's President Thomas Yayi Boni, current African Union chief, to Banjul for talks with the Gambian leader on Wednesday.

"After having learned of the imminent execution of a number of prisoners sentenced to death, President Yayi, who is very concerned, wished that President Yahya Jammeh not carry out such a decision," Arifari told Radio France Internationale late Thursday.

Arifari held closed-door talks with Jammeh, telling journalists in Banjul he had delivered a message from Yayi and discussed crises in Guinea-Bissau and Mali which have both suffered military coups this year.

In an address to the nation on August 20, marking the end of the Muslim fasting month of Ramadan, Jammeh announced that all prisoners sentenced to death will be executed by mid-September.

"By the middle of next month, all the death sentences would have been carried out to the letter; there is no way my government will allow 99 percent of the population to be held to ransom by criminals," Jammeh said.

Though he did not give the exact figure of those to be executed, an AFP tally puts the figure of those condemned to death since July 2010, including former security chiefs, at 47.

Last year eight military top brass, including the former army and intelligence chiefs and the ex-deputy head of the police force, were sentenced to death for treason.

The last execution in Gambia, a sliver of land wedged into Senegal, took place in 2007. Death sentences are carried out by hanging.

Jammeh, a former military officer who seized power in a 1994 coup, brooks no dissent in a country often blasted by rights bodies for abuses.
