Developers Are Lifting The Cloud, Not The Other Way Around

enterprise appsFor all the attention this week about the cloud, it's evident that it is pretty much a distraction when considering what is really happening. Developers are lifting the cloud, not the other way around. The big guns of tech are aligning because they have to. It's a defensive move to serve their existing customer base. It's not like the old kings are showing substantial revenue increases for new software licenses. But consolidating power to offer legacy technology does show that the cloud is anything you want to call it.

The Score: Time to Chip away at NCAA's failed system

GLENDALE, AZ - JANUARY 03: Head coach Chip Kelly of the Oregon Ducks looks on from the sideline against the Kansas State Wildcats during the Tostitos Fiesta Bowl at University of Phoenix Stadium on January 3, 2013 in Glendale, Arizona. (Photo by Doug Pensinger/Getty Images)

Doug Pensinger/Getty Images

Chip Kelly leaves the Oregon Ducks - and NCAA sanctions - behind as he jumps to the NFL's Eagles.

If this is the NCAA's idea of teeth, then it's time to visit the dentist.

Here we go again. For the umpteenth time, college sports' governing (and I use that term loosely) body has tried to punish (I use that one loosely, too) a coach for shady recruiting practices. This time, it tried to send a message to coaches, a reminder that the NCAA knows that they - not the team - must be held responsible.

Except when the long arm of the college law reached out for Chip Kelly and Oregon, it only managed to deliver a phantom punch, reminding us why coaches cheat in the first place. It's never hard to hide from the NCAA in plain sight. Coaches can jump ship to ESPN or the NFL. There is a whole alphabet soup of options ready to embrace a winning college coach. And until such organizations (whenever you're ready, Roger Goodell) give the college ranks a hand, the recruiting Wild West will always be out of hand.

The most recent reminder is Kelly, who bolted Eugene for the greener - and safer - pastures of the Philadelphia Eagles back in January. Long before the NCAA wrapped up a 27-month investigation and passed judgment on Oregon for the team's questionable relationship with Willie Lyles and a Texas recruiting service last Wednesday, Kelly was untouchable.

The irony is that this time, the NCAA, in an effort to do the right thing, seemed intent on punishing Kelly, not the program he claims he didn't ditch. The Ducks barely get docked, drawing three years probation and a slight scholarship reduction, but no bowl ban. Kelly's supposed to shoulder the blame with an 18-month show-cause penalty, meaning that if he gets hired for a college job within the next 18 months, the program that hires him could be subject to NCAA sanctions.

But the only place where this punishment matters is Chip Kelly's Wikipedia page. The Ducks easily move forward, and Kelly, with a five-year, $32.5 million Eagles gig, goes about his visor-wearing business in Philly. On Wednesday, he apologized to Oregon in a three-paragraph statement released by the Eagles, a statement that easily could have been prepped while Kelly was working through a level of Angry Birds.

If the NCAA wants to add some bite to its bark, it should put no limitations on a coach's sanctions, and say that whenever one of these fugitives from the law returns to the college ranks, his new school gets penalized. That ought to hurt their chances of getting a prime program, and could curtail the rampant disregard for the rules.

Without such a policy, it's no wonder the brightest in the college ranks focus on winning at all costs; by the time the costs catch up, the wins coat them in Teflon. Pete Carroll built a USC legacy on a series of NCAA infractions, then took the Seattle Seahawks job in 2010, before he could be held accountable. John Calipari made the Memphis basketball team a powerhouse, then headed for Kentucky in 2009, as the NCAA was digging into Derrick Rose's falsified SAT score.

Think ex-Tennessee hoops coach Bruce Pearl's fretting about his three-year show-cause penalty from 2011 for a bevy of infractions? Not when ESPN's happy to have him as an analyst.

What's a punishment if you can completely circumvent it? All these escape routes leave the NCAA with a broken system, even if Kelly will never say that Philly was an exit plan. He insisted that "the NCAA investigation and subsequent ruling had no impact on my decision to leave Oregon for Philadelphia."

Goodell has stepped into these situations before - two years ago, he suspended Raiders quarterback Terrelle Pryor for four games because he essentially circumvented an NCAA suspension to enter the NFL - but it's hard to know if he'll do so here, with the biggest offseason hire on one of the league's most high-profile teams. According to a league spokesperson, the NFL is "not yet familiar with the details and prefers not to comment."

So for now, Chip Kelly can focus on his bright NFL future and forget about his past college indiscretions.

Score one more for the rule-breakers, because the rule-makers still can't make their rules matter.

Enough of that - it's time for the NCAA to show some fangs.

Egypt group: 22 million signatures against Morsi

CAIRO (AP) ? The youth group leading the campaign against Egypt's president says it has collected the signatures of 22 million Egyptians who want to remove the Islamist leader.

Mahmoud Badr, a leader of the Tamarod, or rebel, movement said Saturday that 22,134,460 Egyptians have signed the petition demanding President Mohammed Morsi's ouster.

Badr did not say whether there had been an independent audit of the signatures.

Morsi's supporters have long questioned the authenticity of the collected signatures.

The announcement came on the eve of massive protests planned by Tamarod, which started off the campaign saying it wanted to collect more signatures than the some 13 million votes Morsi won in his narrow 2012 victory in the presidential election.

Oh Great, Wi-Fi Networks Can Be Used to See Through Walls Now

And here we thought the only privacy risk with having a Wi-Fi network at home was someone figuring out our password. Researchers at MIT felt that a stranger having access to your wireless network wasn't scary enough, so they developed a way for someone to use Wi-Fi signals as a sort of x-ray vision to track a person's movements in another room.

Corkscrew Lasers Are About to Revolutionize Internet Bandwidth

Corkscrew Lasers Are About to Revolutionize Internet Bandwidth

We transmit almost a thousand petabytes of data over the ?nets every month?an amount that?s growing exponentially, thanks to your narcissistic obsession with Snapchat. In fact, we?re quickly closing in on the limits of how much data optical fiber can transmit. Luckily, scientists at Boston University recently unveiled what could be the next generation of bandwidth tech.

The findings of their DARPA-funded study, which were published in Science today, describe a novel new way to send data down an optical fiber by using donut-shaped laser beams called optical vortices. To understand what?s really remarkable about this, it helps to know how bandwidth works right now. Currently, the 0s and 1s that make up your emails, photos, and YouTube vidoes travel down the optical fiber as specific colors, which are unpacked at the other end according to hue. Traditionally, bandwidth is increased by adding more colors to the process?but that?s a limited approach.

The scientists at BU, though, have harnessed the power of a laser that travel along spatial modes within the fibre, each ?mode? carrying several different colors. The system is capable of transmitting 1.6 terabits per second, which as lead author Siddharth Ramachandran explains, is exponentially faster than our current internet connections:

A typical cable Internet connection to a home delivers 1-10 megabits per second of data, which means that the transmission capacity we demonstrated with OAM modes in our fiber represents a capacity equivalent to one million simultaneous cable-internet connections today.

According to BU, physicists and biologists have known about optical vortices for decades?in fact, they?re a central tenet of quantum computing, which imagines the application of ideas about quantum mechanics to technology. But up until now, the phenomenon was thought to be too hard to control.

So just how fast is 1.6 terabits a second? The announcement describes it as the equivalent of being able to transmit eight Blu-RayTM DVDs every second. [Science via Futurity; Erik Ludwig/Flickr]

The Mobile Connection: The Cell Phone's Impact on Society ...

Has the cell phone forever changed the way people communicate? The mobile phone is used for "real time? coordination while on the run, adolescents use it to manage their freedom, and teens "text? to each other day and night. The mobile phone is more than a simple technical innovation or social fad, more than just an intrusion on polite society. This book, based on world-wide research involving tens of thousands of interviews and contextual observations, looks into the impact of the phone on our daily lives. The mobile phone has fundamentally affected our accessibility, safety and security, coordination of social and business activities, and use of public places.

Based on research conducted in dozens of countries, this insightful and entertaining book examines the once unexpected interaction between humans and cell phones, and between humans, period. The compelling discussion and projections about the future of the telephone should give designers everywhere a more informed practice and process, and provide researchers with new ideas to last years.

*Rich Ling (an American working in Norway) is a prominent researcher, interviewed in the new technology article in the November 9 issue of the New York Times Magazine.
*A particularly "good read", this book will be important to the designers, information designers, social psychologists, and others who will have an impact on the development of the new third generation of mobile telephones.
*Carefully and wittily written by a senior research scientist at Telenor, Norway's largest telecommunications company, and developer of the first mobile telephone system that allowed for international roaming.

Tax havens thriving as efforts to stop flow of money ... - Financial Post

GENEVA ? Efforts to stop companies syphoning money through tax havens are failing and offshore centres increased their share of foreign direct investment (FDI) again last year, according to a UN report.

Canada slammed for trailing peers in fight against tax havens as funds stashed offshore hit record $170B

Canada?s efforts to combat international tax evasion will be in the spotlight when Prime Minister Stephen Harper joins other world leaders next week at the G8 summit in Northern Ireland, with tax watchdogs worried Canada is already balking at some major reforms.

British Prime Minister David Cameron, the summit host, has made tax compliance and combating tax evasion one of the three main themes of the G8 talks on June 17-18, as critics argue Canada lags behind its counterparts in fighting a mounting global problem.

?Tackling offshore financial centres alone is clearly not enough, and is not addressing the main problem,? said the annual World Investment Report, published on Wednesday by economic thinktank UNCTAD.

While investment sinks in many economies, one country is enjoying above all is enjoying a boom: the British Virgin Islands, with a population of 30,000, is now the fifth biggest recipient of FDI in the world, the report said.

The Caribbean archipelago welcomed almost US$65-billion of inward investment flows in 2012, just less than fourth-ranked Brazil, and 10 times the amount of FDI it received in 2006.

FDI flows to such offshore tax havens have soared in the past five years, rising from an average of US$15-billion in 2000-2006 to US$75-billion per year in 2007-2012, the report said.

?Tax haven economies now account for a non-negligible and increasing share of global FDI flows, at about 6%,? the United Nations thinktank said.

Meanwhile, traditional FDI ? cross-border corporate acquisitions and overseas expansions ? has slumped.

Among the worst hit are rich eurozone countries such as Belgium, which attracted US$103-billion in 2011 but lost money in 2012 as existing investors sold up. The Netherlands saw a similar but smaller reversal, while Germany?s US$49-billion haul of FDI in 2011 shrivelled to less than US$7-billion in 2012.

Global foreign direct investment shrank by 18% to US$1.35-trillion in 2012 and is likely to remain at a similar level this year, the report said. UNCTAD forecasts global flows of US$1.6-trillion next year and US$1.8-trillion in 2015.

In tax havens, the vast majority of FDI flows do not go into projects based in the country. Instead they are redirected back to the source country, a process known as ?round tripping.?

?For example, the top three destinations of FDI flows from the Russian Federation ? Cyprus, the Netherlands and the British Virgin Islands ? coincide with the top three investors in the Russian Federation,? the report said.

That could mean that global FDI is actually even weaker than it appears, since a growing proportion is simply round-tripping.

Even more money is channelled through ?special purpose entities? (SPEs). Firms set up these foreign affiliates for specific purposes such as managing foreign exchange risk or facilitating the financing of an investment.

Money flowing to SPEs in just three countries ? Hungary, Luxembourg and the Netherlands ? amounted to US$600-billion in 2011, dwarfing the US$90-billion of flows to tax havens.

Those countries? SPE flows were not counted as FDI in the report.

However, the report said SPEs were gaining importance relative to FDI flows and anecdotal evidence showed that most of the money sent to SPEs was invested in third countries.

Still more tax is avoided through cross-border transfer pricing schemes, which companies can use to shift profits into low-tax jurisdictions and show apparent losses in high-tax markets, the report said.

Despite the OECD trying to stem the flow of FDI to tax havens, the overall flows to tax havens overall ?do not appear to be decreasing,? the report said, partly because big companies still needed somewhere to park their cash mountains.

?Efforts since 2008 to reduce flows to OFCs (offshore financial centres) have coincided with record increases in retained earnings and cash holdings,? the report said.

Also, although big investors such as Japan and the United States had succeeded in cutting the amount of flows to tax havens, many non-OECD members had now taken their place, ensuring the flows to tax havens continued and grew.

The report called for a discussion of corporate tax rate differentials between countries, extraterritorial tax regimes and tax levied on repatriated earnings.

?Without parallel action on these fronts, efforts to reduce tax avoidance through OFCs and SPEs remain akin to swimming against the tide,? the report said.

Gas prices down 4 cents in West Virginia

By Sara Morrison LOS ANGELES (TheWrap.com) - There was an amazing made-for-television moment in the Texas state senate last night. And if you were watching any of the big three cable news channels, you didn't see it. Tuesday night (and early into Wednesday morning), the Texas Senate met to vote on a bill that would restrict abortions in the state to the point that most if not all abortion clinics would be forced to close. Democrats staged a filibuster to prevent the vote, with Sen. Wendy Davis going almost 13 hours without sitting, leaning, eat, drinking, or using the bathroom. ...

SAfrica president cancels trip amid Mandela worry

JOHANNESBURG (AP) ? The office of the South African president says he has visited a gravely ill Nelson Mandela in a hospital, and has decided to cancel a visit Thursday to Mozambique.

A statement from President Jacob Zuma's office said Zuma went to see the 94-year-old anti-apartheid leader on Wednesday evening and found him to still be in a critical condition.

The statement says Zuma was briefed by the doctors who are treating the former leader, who was taken to a Pretoria hospital on June 8 to be treated for what the government said was a recurring lung infection.

It says Zuma decided to call off a one-day trip to Mozambique for a meeting on regional investment.

Keep teens safe on the job this summer - Business Management Daily

intern taking notesSummer is in full swing, and the teens you hired for the season are working out just fine. But don?t be too complacent. Teen workers? inexperience and possible discomfort with asking questions could result in accidents and injuries.

The U.S. Department of Labor (DOL) suggests that employers take the following four steps to help prepare young workers to work safely.

1. Double-check tasks.?What may be obvious to an adult employee may not be so clear to a teen tackling a task for the first time. Train youths to work safely by:

  • Giving them clear instructions and telling them what safety precautions to take
  • Asking them to repeat your instructions and giving them an opportunity to ask questions
  • Showing them how to perform the task
  • Watching them as they do it, and correcting any mistakes
  • Asking if they have any additional questions.

Once young workers know what to do and have demonstrated that they can do the job right, check again later to be sure they are continuing to do the task correctly.?Don?t let them take shortcuts with safety.?Be sure, too, that supervisors and co-workers set a good example by following all the appropriate rules as well.

2. Show them how to use safety equipment. Although young workers are prohibited from performing certain tasks and using certain equipment, this does not eliminate every hazard.?Some youth may still need to wear personal protective equipment such as safety shoes, hard hats, or gloves, depending on the nature of the work.?Be sure that the teens know:

  • When they need to wear protective gear
  • Where to find it
  • How to use it
  • How to care for it.

In other cases, young workers may simply need to know about safety features of equipment or facilities.

3. Prepare them for emergencies. Every worker needs to be ready to handle an emergency.?You should prepare your young workers to escape a fire, handle potentially violent customers, deal with power outages?or face any other risks that affect your business.?Youths also need to know whom to go to if an injury should occur and they need first aid or medical care.

4. Set up a safety and health program. A strong safety and health program in??volving every worker at your organization is your best defense against workplace injuries.?For help in establishing or improving a safety and health program, check out OSHA?s young workers resource page.

The DOL has published examples of compliance ideas that are being used successfully by employers across the country:

  • Different colored vests are issued to employees under the age of 18 by one chain of convenience stores. That way, supervisors know who is not allowed to operate the electric meat slicer.
  • An employer in the quick service in??dustry, with over 8,000 young ??workers, developed a computerized tracking system to ensure that workers under 16 years of age are not scheduled for too many hours during school weeks.
  • One supermarket issues teens a laminated, pocket-sized ?Minor Policy Card? on the first day of work.?The card explains the firm?s policy and requirements for complying with the youth employment rules.
  • Some employers place special ?warning stickers? on equipment that young workers may not legally operate or clean.

Online resource: For more information on teens in the workforce, visit the DOL's YouthRules! website.

Court makes it harder to sue businesses

(AP) ? A sharply-divided Supreme Court on Monday made it more difficult for Americans to sue businesses for discrimination and retaliation, leading a justice to call for Congress to overturn the court's actions.

The court's conservatives, in two 5-4 decisions, ruled that a person must be able to hire and fire someone to be considered a supervisor in discrimination lawsuits, making it harder to blame a business for a coworker's racism or sexism. The court then decided to limit how juries can decide retaliation lawsuits, saying victims must prove employers would not have taken action against them but for their intention to retaliate.

Justice Ruth Bader Ginsburg, who wrote both dissents for the court's liberal wing and in a rare move read one aloud in the courtroom, said the high court had "corralled Title VII," a law designed to stop discrimination in the nation's workplaces.

"Both decisions dilute the strength of Title VII in ways Congress could not have intended," said Ginsburg, who called on Congress to change the law to overturn the court.

In the first case, Maetta Vance, who was a catering specialist at Ball State University, accused a co-worker, Shaundra Davis, of racial harassment and retaliation in 2005. Vance sued the school under the Civil Rights Act of 1964, saying the university was liable since Davis was her supervisor. But a federal judge threw out her lawsuit, saying that since Davis could not fire Vance, she was only a co-worker, and since the university had taken corrective action, it was not liable for Davis' actions. The 7th Circuit upheld that decision, and Vance appealed to the Supreme Court.

But Justice Samuel Alito, who wrote the majority opinion, said for the university to be liable, Davis must have had the authority to "hire, fire, demote, promote, transfer, or discipline" Vance.

"We hold that an employee is a 'supervisor' for purposed of vicarious liability under Title VII if he or she is empowered by the employer to take tangible employment actions against the victim," Alito said. "Because there is no evidence that BSU empowered Davis to take any tangible employment actions against Vance, the judgment of the Seventh Circuit is affirmed."

Alliance for Justice President Nan Aron said the court made the wrong decision. "Deferring to the powerful at the expense of the powerless, the Supreme Court majority has imposed heavier burden for victims of workplace harassment and discrimination seeking justice in our courts," she said. "This decision makes it far easier for employers to evade responsibility for discrimination and harassment in the workplace."

In the second case, the University of Texas Southwestern Medical Center wanted a discrimination lawsuit won by Dr. Naiel Nassar thrown out. Nassar left in 2006 after complaining of harassment, but Parkland Hospital withdrew its job offer after one of his former supervisors opposed it. Nassar sued, saying the medical center retaliated against him for his discrimination complaints by encouraging Parkland to take away his job offer. A jury awarded him more than $3 million in damages.

The medical center appealed, saying the judge told the jury it only had to find that retaliation was a motivating factor in the supervisor's actions, called mixed-motive. Instead, it said, the judge should have told the jury it had to find that discriminatory action wouldn't have happened "but-for" the supervisor's desire to retaliate for liability to attach.

Justice Anthony Kennedy, who wrote the opinion, agreed with the lower court and the university, saying people "must establish that his or her protected activity was a but-for cause of the alleged adverse action by the employer." But he didn't rule completely for the medical center, sending the case back to the lower courts after saying a decision on the resolution of the case "is better suited by courts closer to the facts of this case."

Karen Harned, executive director of the National Federation of Independent Business' Small Business Legal Center, cheered the decision.

"If courts were allowed to label employees with little managerial authority as 'supervisors,' that would have substantially increased the number of frivolous lawsuits brought against small businesses and would have done little, if anything, to reduce harassment," she said. "For small businesses, the increased possibility of liability and ensuing costs would have been devastating. We are very pleased with the Supreme Court's decision."

Kennedy, Alito, Chief Justice John Roberts, and Justices Antonin Scalia and Clarence Thomas voted together in those cases.

Ginsburg, and Justices Stephen Breyer, Sonia Sotomayor and Elena Kagan dissented together both times.

Ginsburg said she hopes Congress intervenes in both cases, just as it did in past Title VII cases. "Today, the ball again lies in Congress' court to correct this court's wayward interpretations of Title VII," she said.

In other actions, the court:

? Sent a Texas case on race-based college admissions back to a lower court for another look. The court's 7-1 decision leaves unsettled many of the basic questions about the continued use of race as a factor in college admissions.

? Announced that it would issue additional opinions on Tuesday as it begins to wrap up its work for the summer. Justices still have not decided major cases involving gay marriage and the Voting Rights Act.

? Decided to reconsider the constitutionality of a 2007 Massachusetts law that bars protests in 35-foot "buffer zones" around abortion clinic entrances, exits and driveways.

? Agreed to review a federal appeals court decision that found President Barack Obama violated the Constitution when he bypassed the Senate last year to appoint three members of the National Labor Relations Board.

? Rejected challenges to Environmental Protection Agency decisions allowing an increase in ethanol content in gasoline.

? Ruled generic drug manufacturers can't be sued in state court for a drug's design defects if federal officials approved the brand-name version the generic drug copied.

? Ruled that a convicted military sex offender who completed his sentence can be prosecuted for not updating his whereabouts in a federal sex offender database, even though that law was passed after he finished serving his sentence and was discharged from the military.

Syria: Arming rebels is 'dangerous' US decision

DAMASCUS, Syria (AP) ? The decision by the United States and its allies to arm rebel groups in Syria is "very dangerous" and will prolong the violence and killing, Syria's foreign minister said Monday.

The warning came as an artillery shell slammed into a village in central Syria and killed 11 people, including a woman and six of her children, activists said, and a leading human rights group charged that Syrian forces are abusing women in custody for supporting the opposition to President Bashar Assad's regime.

Walid al-Moallem said sending more weapons to the opposition would also hinder efforts to convene a peace conference in Geneva to work on a negotiated solution. He said his country remains ready to take part but added that Assad will not step down. His resignation is a key opposition demand to be raised in any talks with Damascus.

Al-Moallem spoke two days after an 11-nation group that includes the U.S. met in Qatar and agreed to step up military and other assistance to the Syrian rebels. He said all those who met in Qatar "have Syrian blood on their hands."

U.S. Secretary of States John Kerry, who took part in the conference, would not disclose details of the aid, saying only that it would re-balance the fight between the rebels and the government. Assad's better-equipped forces are increasingly backed by fighters from Lebanon's Hezbollah militant group.

"They will not be victorious no matter how much they conspire," al-Moallem said. He said arming the rebels "is a dangerous decision because it aims at prolonging the crisis, prolonging the violence and killing and encouraging terrorism."

President Barack Obama's change of policy was partly based on a U.S. intelligence assessment that Assad had used chemical weapons, but Kerry expressed deeper concern about Assad's foreign support. He said that Iranian as well as Hezbollah fighters had joined the war.

Al-Moallem denied that any Iranian fighters were in Syria. Damascus acknowledges that Hezbollah is assisting government troops.

The foreign minister said his regime was willing to take part in a peace conference, but would go to Geneva not to hand over power to the other side but rather to establish "a real partnership" and a national unity government that includes representatives of all Syrian society.

"President Bashar Assad will not step down," he said. "If anyone has such illusions on the other side, my advice to them is not to go to Geneva," he said, rejecting the opposition's demand that Assad's departure from power should top the agenda in at the peace conference.

He insisted Syria will not accept any solutions or ideas dictated from the outside.

Syria's main opposition bloc said the willingness of Assad's regime to attend the peace talks is not genuine and neither are the government's assurance it want to "build a real partnership" in Geneva.

"As it has done with all previous initiatives of the U.N. and Arab League missions, the Assad regime is stalling for time by attending Geneva," the statement by the Western-backed Syrian National Coalition said. "For Assad, this creates an opportunity for more destruction and for the Assad forces to gain more ground in Syria."

Syrian government troops clashed with opposition fighters Monday in central provinces of Homs and Hama. An artillery shell slammed into the village of Tarfawi in Hama province, killing at least 11 people, including a woman and six of her children, the Britain-based Syrian Observatory for Human Rights said. The group relies on the network of activists inside Syria. It said government forces fired the shell.

More than 93,000 people have been killed in Syrian conflict that started in March 2011 as largely peaceful protest against Assad's rule. The uprising turned into a bloody insurgency in response to a military crackdown by regime forces on the protest movement. In the past year, the war has taken on increasingly sectarian overtones.

Also Monday, a rights group said Syrian military and fighters recruited from Assad's Alawite sect have arbitrarily detained female opposition activists, female relatives and neighbors of opposition activists and fighters, abusing and torturing them in custody.

Human Rights Watch said in a report that its activists interviewed 10 Syrian women who had been detained. Of the 10, eight were jailed because they were anti-government activists. All said they were abused by the security forces and the Alawite militiamen, known as shabiha, while in custody.

The abuse included electric shocks, extended time in stress positions, and beatings with metal rods, wires and nightsticks, the U.S.-based group said in a report. In a number of cases, women were also subjected to torture and sexual abuse, it charged.

The eight women were detained by the security forces at checkpoints or military raids on their homes. They were in custody for up to 14 months between February 2012 and April 2013, the group said.

HRW has been documenting abuses on both sides of Syria civil war during the 27 months of conflict.

The group said it has not received information about opposition forces detaining and mistreating female Syrian government supporters or relatives of those associated with government forces.

Sony Xperia Z Android 4.2.2 update rolling out now

Sony Xperia Z

Latest update hitting multiple models in different markets around the world.

Coming in just fashionably late behind its sibling the Xperia ZL, the Sony Xperia Z is receiving an update to Android 4.2.2 starting today. According to reports from users to XperiaBlog, the update is rolling out to several different regions already for the C6603 LTE model, and in Taiwan for the C6602 HSPA+ model. While the official support page hasn't been updated to reflect the newest build, the build number is reportedly the same 10.3.A.0.423 as the Xperia ZL. If you have your hands on an Xperia Z, you may want to download Sony's PC Companion (or Bridge For Mac) for the earliest shot at the update.

This also leads to a few questions about what version of Android will land on the Xperia Z when it hits T-Mobile in short order. Let's hope it's the same updated version as is rolling out worldwide today.

Wing walker, pilot die in crash at Ohio air show

CINCINNATI (AP) ? The plane that crashed at an Ohio air show, killing the pilot and stunt walker, is registered to a veteran wing walker.

Federal records show that the Boeing Stearman biplane that crashed Saturday at the Vectren Air Show near Dayton was registered to Jane Wicker of Loudon, Va.

The Federal Aviation Administration says Wicker was also a contract employee who worked as an FAA budget analyst.

An FAA official says the kind of aircraft that crashed was heavily used for pilot training during World War II.

The plane turned upside-down as Wicker sat on top of the wing before it titled and crashed into the ground, bursting into flames.

The air show canceled the rest of Saturday's events after the crash but planned to resume Sunday.

Hong Kong says Snowden has left for third country

HONG KONG (AP) ? The Hong Kong government says a former National Security Agency contractor wanted by the U.S. for revealing two highly classified surveillance programs has left for a "third country."

The South China Morning Post reported Sunday that Edward Snowden was on a plane for Moscow, but that Russia was not his final destination. Snowden has talked of seeking asylum in Iceland.

Hong Kong said in a statement that it allowed Snowden to leave despite an extradition request from the U.S. because documents provided by the U.S. government did not "fully comply with the legal requirements under Hong Kong law."

It said there was no legal basis to stop Snowden from leaving.

Peter Gardett: What Are You Bringing to New York Energy Week?

The U.S. energy sector has hit an innovation lull.

After a few years of accelerating adoption of renewable energy and smart grid technologies, not to mention excitement about electric cars and developing-world electrification opportunities, the shine is off much of the promise of a brave new energy world that seemed imminent in the high-priced markets of only a few years ago.

That is a natural reaction to the artificial boost of the energy-related stimulus spending in the first Obama term and includes a kind of relief on the part of energy sector planners that the natural gas boom (built on industry innovation now more than a decade old) will spare them the need for an expensive full-scale sector transformation. But some of that lull is because the business landscape remains a land of silos.

Renewable energy people don't speak to oil industry types (and very much vice versa). Financiers veer away from energy technology startups to focus on century-old revenue models they understand, and the marketing gurus fail to see the virtue of brands the public knows little about or simply reflexively don't like.

But for innovation and sector change to happen, all those industry silos have to find ways to work together and to do that they need places to meet. They need to exchange ideas that lie at the periphery of their comfort zones, and see how new challenges to their thinking can create new opportunities for their businesses.

That's why I am part of New York Energy Week. The industry has too long been defined by a mindset that doesn't allow for creative cross-fertilization of ideas and best practices, a mindset that includes a manifesto of reliability built for an economic model of scale and centralization that is quickly passing out of relevance.

At New York Energy Week, we've worked to bring the hackers at technology giants together with oil analysts, and to bring government watchdogs into conversation with self-professed disruptors. What better place to do that than New York City, where the entire world rubs shoulders on crowded streets and subways?

The U.S. energy sector is huge, profitable and a credit to the national and global economies. It is also too often invisible and isolated. I'm looking forward to seeing some unlikely conversations happen at New York Energy Week, and to having my own assumptions challenged.

What are you bringing to New York Energy Week?

Peter Gardett is the Founding Editor of Breaking Energy and a board member of New York Energy Week, running from July 24-28, 2013.

LineThe new breed of mobile messaging apps -- Japan's Line & China's WeChat, to name two -- are already siphoning off social energy by adding features traditionally associated with full-fat social networking. Line has also been pushing to become an entertainment hub in its own right. Today, it's pushing its Android app ecosystem even further by adding an incentivised third party app discovery feature.
