VIENNA, MO (KTVI) ? Investigators say they have witnessed animals being ?starved to death? at a residence just north of Vienna on Highway 63. Maries County police were following up on a report of animal abuse when they say they found many animals without food or water.

Investigators applied for a search warrant and served it on the morning of September 27th. They found malnourished dogs, goats, pigs, cows, and horses. There were also at least six horse remains and numerous cow and pig remains.

Many of the animals have been seized by police and are in ?need of immediate medical attention?. A total of 40 animals have been seized.? More may be taken in protective custody at a later date.? Missouri State Animal Investigators, police and the Humane Society are from the Department of Agriculture are working on this case.

The owner of the property has not been charged at this time.? He may be facing numerous counts of animal neglect, and improper disposal of animal remains.? He is due in Maries County Associate court this Tuesday at 11am for an animal disposition hearing.? His name will not be released until criminal charges have been filed.

Work-family conflict translates to greater risk of ... - Medical Xpress

Nurses and other hospital workers, especially those who work long hours or the night shift, often report trying to juggle the demands of the job and family obligations. A study out today by The George Washington University School of Public Health and Health Services (SPHHS) suggests that the higher the work-family conflict the greater the risk that health care workers will suffer from neck and other types of musculoskeletal pain.

"Work-family conflict can be distracting and stressful for hospital employees," says lead author of the study Seung-Sup Kim, a postdoctoral scientist and professorial lecturer in environmental and occupational health at SPHHS. "Hospitals that adopt policies to reduce the juggling act might gain a host of benefits including a more productive workforce, one that is not slowed down by chronic aches and pains," Kim said.

The study fits into a growing body of evidence showing that conflict between increased workloads or long hours can spill over into domestic life and adversely affect workers on the front lines of patient care. Other research suggests that work-home conflict can put workers at risk of depression, substance abuse and even heart disease. But could the stress of trying to care for multiple sick patients on a hospital ward and manage the domestic front actually lead to physical pain?

Kim and principal investigator, Glorian Sorensen, PhD, Professor of Society, Human Development and Health at Harvard School of Public Health and other researchers decided to try to find out by conducting a survey among 2,000 hospital workers who provided direct patient care in two large Boston hospitals. Nearly 80 percent of the workers took the survey and the team ended up including a total of 1,199 patient care workers in the current analysis. The team assessed work-family conflict with five questions. They asked workers if they agreed with statements like: "The amount of time my job takes up makes it difficult to fulfill family or personal responsibilities" and "My job produces strain that makes it difficult to fulfill my family or personal responsibilities."

In addition, the researchers used a questionnaire to assess how much the participants in the study experienced musculoskeletal pain during the previous three months. And they also took note of factors that might affect the outcome of the study, such as the amount of on-the-job lifting or pulling?which could strain muscles and lead to pain.

The researchers discovered that nurses and other employees who reported high conflict between their job duties and obligations at home had about a 2 times greater chance of suffering from neck or shoulder pain in the last three months. And workers with the highest work-life imbalance had nearly a 3 times greater risk of reporting arm pain during that period.

All told, the researchers found that workers who reported lots of conflict had more than a 2 times greater chance of experiencing any kind of musculoskeletal pain. At the same time, the research found no lasting link between this kind of ongoing conflict and lower back pain, which might be caused when hospital workers lift heavy patients on a regular basis, Kim said.

Hospital workers, and especially nurses, often pull double shifts or work the night shift, and in some cases are handling heavy volumes of very sick patients. The conflict between on-the-job duties and home responsibilities?such as taking calls about a forgetful parent who has wandered off?can, as this study suggests, lead to chronic bodily pain?and possibly other health problems.

The consequences of that unhealthy cycle are serious and affect not just hospitals but society at large, Kim says. He says that the work-home conflict might exacerbate shortages of key health professionals caused when burned-out nurses or other health professionals retire early or leave the field because of the stress. Workers distracted by issues at home or by ongoing muscular pain might be more likely to call in sick or if they do show up for work might provide less than attentive care, he speculates.

The study, authored by Kim and his colleagues, will be published in the online version of the American Journal of Industrial Medicine September 27. Kim says that the findings must be confirmed by additional research in order to prove a cause-and-effect relationship between work-family conflict and the aches and pains reported by workers in this study.

Even at this stage, the findings should push administrators to take a hard look at working conditions in hospitals. "Hospital employees who don't have to juggle extreme work hours and family obligations might be happier and more productive on the job," Kim said. "And that's a win-win situation that will benefit not just hospitals but also workers, patients?and family members."

IOM: Substance Use Disorders Among Active Duty Military

Due to serious reports of rising rates of alcohol and prescription drug abuse in the military, the Institute of Medicine (IOM) was asked by?the Department of Defense (DoD) to analyze policies?related to screening, prevention, diagnosis, and treatment of substance use disorders (SUDs) for active duty services members of all branches of the military, i.e., the Air Force, Army, Marine Corps,?Navy, members of the National Guard and Reserve, and their military families. The IOM report, entitled ?Substance Use Disorders in the U.S. Armed Forces,? was released on September 17, 2012.

History of Alcohol and Substance Abuse

The U.S. military has a long history of alcohol and drug abuse.? According to the IOM report, in 1998, 15 percent of active duty members admitted to heaving drinking and 35 percent to binge drinking.? As of 2008, those figures had increased substantially, with 20 percent admitting to heavy drinking and 47 percent to binge drinking.? The IOM further reports that military doctors ?wrote nearly 3.8 million prescriptions for pain medication in 2009, more than quadruple the number of such prescriptions written in 2001.?

A Public Health Crisis

The IOM analysis concludes?that ?alcohol and other drug use in the armed forces remain unacceptably high, constitute a public health crisis, and both are detrimental to force readiness and psychological fitness.?? The IOM believes that these facts must be acknowledged?at the highest level of the military leadership and must be addressed?through a variety of strategies, including limiting access to alcohol and drugs.? Additional structural recommendations by IOM include:

  • a routine check by prescribers of local prescription drug monitoring programs before dispensing;
  • training health care professionals to recognize patterns of prescription drug use and medication-seeking behaviors;
  • routine screening for unhealthy alcohol use and mechanisms to support interventions; and
  • placing interventions within the context of primary care.

Environmental changes recommended by IOM include reducing the number of outlets that sell alcohol, restricting their hours of operation, and reducing the type and amount of alcohol available.

Use of Evidence-Based Practices

The IOM report recommends that DoD fully implement its evidence-based guideline, entitled ?VA[Veterans Affairs]/DoD Clinical Practice Guideline for Management of Substance Abuse Disorders,? which has already been developed by DoD. Implementation of this guideline, according to IOM,?would help facilitate their recommendations regarding routine?screening and effective treatment.?

Expanding TRICARE Benefits

The IOM concedes that the military health care system presently provides SUD treatment directly and through TRICARE?insurance. TRICARE, however, does not cover intensive outpatient services, office-based outpatient services, and?certain evidence-based pharmacological?therapies which are standard SUD components of care.? The IOM, therefore, recommends that TRICARE?SUD benefits be expanded to include care in intensive outpatient and office-based settings, which would increase access to care.? IOM further recommends that should the DoD fail to timely implement these TRICARE SUD changes, that Congress should consider legislation mandating these changes to DoD.

Some call Hsieh?s plan visionary; others wonder aloud if it?s an ego-trip by a restlessly ambitious CEO. It might even be understood as a lavish bid to keep Zappos employees happy, at work or not.

Whatever the story, one thing is clear: Entrepreneurs could learn a lot from Hsieh's big gamble on community. We talked to Hsieh along with Kim Schaefer of the Downtown Project and Dylan Bathurst, CEO of Rumgr, a Zappos-funded company, to find out more.

Zappos started out in suburban Henderson, Nevada, in 2005 and quickly built its reputation for outstanding service. As Hsieh likes to say, Zappos is a customer service company that happens to sell shoes (and now quite a few other things).

?At Zappos, we've made company culture our No. 1 priority and have formed our entire company strategy around that,? Hsieh explains in an email. ?Culture drives brand, customer service and [ultimately] growth.? In other words, if your startup has any customer-service component at all, that?s core to your product--it?s no frill to be skimped on.

In his book Delivering Happiness, Hsieh writes a mantra you should scrawl on the walls surrounding your customer-service team: ?People may not remember exactly what you did or what you said, but they will always remember how you made them feel.? Word-of-mouth is infinitely cheaper than traditional advertising costs, but it?s a mistake to call it free. Instead think of word-of-mouth as the culmination of well-tended investments in every customer touch-point. Invest in the right things, according to Hsieh?s thinking, and you don?t have to outpace your competitors? monster-marketing budget.

So how can this mission apply to an entire city, in this case downtown Vegas? ?Culture is to a company as community is to a city, just at a different scale,? Hsieh says. ?You need to bring together people with shared values and a desire to be part of something bigger than themselves.?

Aim for the densest part of any crowd.

Last January, Hsieh announced plans to move Zappos? nearly 2,000 employees downtown to the former City Hall building by 2013. That?s when the Downtown Project was born.

?We've been primarily relying on Edward Glaeser's work in his book Triumph of the City," Hsieh says, referring to the acclaimed Harvard economist. ?Specifically, we are focused on residential density (100 residents/acre) combined with street level activity for residents to collide in (bars, cafes, restaurants, etc.) and most importantly a culture of openness, sharing, collaboration, and optimism.? This emphasis on urban density as a multiplier of human potential is all the rage among urban-planning wonks, but the hard data around cities confirms this theory.

That means startups should aim for the densest, most culturally rich spot for their office location, and build such nodes of density into their office floorplan.

Downtown Vegas has a serious density problem: it?s urbanized, with sidewalks and so forth, but it's almost a tabula rasa. ?For a number of reasons during Las Vegas? evolution, development of large-scale casino projects migrated from Downtown to the Strip, which is in unincorporated Clark County, not the City of Las Vegas,? says Kim Schaefer, the Downtown Project?s chief spokesperson. ?We?re unlike most other urban redevelopment efforts because our downtown isn?t full of dilapidated buildings; it?s full of vacant lots.?

Hsieh concurs. When asked for downtown Vegas? most pressing need, Hsieh immediately responds, ?Not enough buildings. There are a lot of empty lots in downtown Vegas and we're working on different ways to activate them as quickly as possible.? $200 million of the initial $350 million goes towards real estate acquisition and residential development, with another $50 million devoted to the kinds of street-level small businesses that boost a city?s walking score: coffee shops, yoga studios, bodegas, bars, and so on. (Another $50 million each goes to education and to funding tech startups via VegasTechFund.) Two hundred mill may or may not prove a sufficient cash infusion to jump-start density downtown; right now there aren?t enough downtown residents to justify a grocery store, according to Schaefer.

The Downtown Project aims to close the real estate gap with--wait for it--jerry-rigged shipping containers. Glamorous it?s not, but the plans call for a steep discount on Vegas? already-depressed rates for commercial square footage. ?The purpose of the shipping containers is more about lowering the obstacles to entry for some businesses, giving them an opportunity to prove their concept,? says Dylan Bathurst, CEO of Rumgr, a mobile location-based marketplace, funded partly by Hsieh, and based downtown. Bathurst is involved in numerous downtown-revitalization efforts, including organizing the ?Jelly,? a weekly networking event for Vegas tech startups.

For those who want more ambiance, a 21,000-square-foot coworking space is nearing completion, while a more modestly scaled space called CoBiz opened in late May. Residential housing is sparser: it consists primarily of the Ogden, the only luxury high-rise in the
area, although additional buildings are under construction.

Now it?s Hsieh?s turn to apply that logic to his chosen hometown.

Partly the Downtown Project Vegas enthusiasts seem drawn to the plan because it?s well outside their professional comfort zone, a crazy locus around which many likewise dreamers are now revolving. ?I?ve been living in Las Vegas since the mid-90s,? says Schaefer. ?I?ve been witness to the boom and the bust, the incredible growth, and the despair of the downturn?.[This is] our second chance to decide what we want to be when we ?grow up?, what kind of city we want to be.? It?s a very Vegas storyline, in fact: a glorious crapshoot by amateurs, an attempt to found a cultural oasis in the middle of a desert. Wolf mange part of nature's cycle, ecologists say

ScienceDaily (Sep. 9, 2012) ? Mange and viral diseases have a substantial, recurring impact on the health and size of reintroduced wolf packs living in Yellowstone National Park, according to ecologists.

Following the restoration of gray wolves to Yellowstone in 1996, researchers collected blood from the animals to monitor parasite-induced disease and death. They also tracked the wolves in each pack to follow their survival and allow additional data-gathering.

"Many invasive species flourish because they lack their native predators and pathogens, but in Yellowstone we restored a native predator to an ecosystem that had other canids present that were capable of sustaining a lot of infections in their absence," said Emily S. Almberg, graduate student in ecology, Penn State. "It's not terribly surprising that we were able to witness and confirm that there was a relatively short window in which the reintroduced wolves stayed disease-free."

The researchers found that within a year after the wolves were reintroduced to Yellowstone, 100 percent of the wolves tested had at least one infection, but mange did not infect wolves living in the park until 2007.

"We can look at the biology of the diseases and predict which ones will come in first," said Peter J. Hudson, Willaman Professor of Biology and director of the Huck Institutes of the Life Sciences, Penn State. "What was surprising was that so many diseases came in so fast, but those were the ones we expected to come in first. It wasn't really a sequence, they were almost there immediately. That's very interesting in itself. "

The diseases that infected the wolves quickly were all viral, including canine distemper and canine parvovirus -- both contractible through bodily secretions. Mange, however, is a skin infection, caused by scabies mites, that makes the wolves scratch and lose fur. An infected wolf can lose enough body heat in the winter to freeze to death. Mange is spread by direct contact with another mite-infected animal or by contact with the mites themselves, as they can survive away from a host for several days, depending on the temperature.

"Where did those diseases come from?" asked Hudson. "Most of them initially came from other canid species, like coyotes or foxes. Wolves are animals that disperse far and move around fast, and once the wolves were established the diseases were spread from pack to pack."

Almberg and Hudson tracked how quickly mange spread from pack to pack after the disease entered the population. The number of infected wolves in a pack did not affect the likelihood of a neighboring pack to contract mange, but distance was a factor -- for every six miles of distance between an infected pack and an uninfected pack, there was a 66 percent drop in risk for the uninfected pack. Some wolves and packs were not severely affected by mange, while other packs were decimated, the researchers report in the current issue of Philosophical Transactions of the Royal Society B.

In January 2007, Mollie's pack was the first in Yellowstone to show signs of mange infection. As of March 2011, they had recovered. The Druid pack, which had been one of the most stable and visible packs in the park, according to Almberg, started to show signs of mange in August 2009.

"It was in a very short amount of time that the majority of the animals [in Druid] became severely infected," Almberg said. "The majority of their hair was missing from their bodies and it hit them right in the middle of winter. The summer before it got really bad, we saw that many of the pups had mange."

The Druid pack was gone by the end of the winter in 2010.

The researchers note that the wolf population in Yellowstone experienced several phases -- from 1995 to 2003 the wolves experienced rapid growth, from 2003 to 2007 the number of wolves stabilized, and the most recent data from 2007 to 2010 shows a decline.

"We're down to extremely low levels of wolves right now, we're down to [similar numbers as] the early years of reintroduction," said Almberg. "So it doesn't look like it's going to be as large and as a stable a population as was maybe initially thought."

Also working on this research were Paul C. Cross, disease ecologist, Northern Rocky Mountain Science Center; Andrew P. Dobson, professor of ecology and evolutionary biology, Princeton University; and Douglas W. Smith, director, Yellowstone Wolf Project.

The research was supported through the U.S. Geological Survey/National Park Service Park-Oriented Biological Support (POBS); the Yellowstone Wolf Project of the National Park Service; and the National Institutes of Health, Research and Policy for Infectious Disease Dynamics (RAPIDD).

U.N.-League envoy Brahimi to go to Syria in days

CAIRO (Reuters) - Lakhdar Brahimi, the U.N.-Arab League mediator on Syria, said on Monday he would make his first visit to Damascus since taking the post in a few days and hoped to meet President Bashar al-Assad.

Brahimi, who replaced Kofi Annan as international mediator on Syria this month, told reporters at the Cairo-based Arab League that his assignment was a "very difficult mission but it was not my right to refuse to do what I can to try to help the Syrian people."

He has made similar comments about his mission since he was named as the new envoy. Annan had blamed a U.N. Security Council impasse for hampering his six-month bid to broker peace leading to his decision to step down.

"I will go to Damascus after a few days and I will meet officials and people from civil society and intellectuals in the capital and, God willing, outside the capital," Brahimi said, but did not give specific timings.

Asked if he would meet the Syrian president, Brahimi said: "I hope so but I don't know."

Brahimi made no reference to Iranian reports that he planned to visit Tehran after Syria.

Iran's Mehr news agency quoted on Sunday Iranian Deputy Foreign Minister Abbas Araqchi as saying that Brahimi would visit Tehran, following a phone conversation on Saturday with Iranian Foreign Minister Ali Akbar Salehi.

Iran has remained loyal to Assad as he has tries to put down an uprising against his family's 42-year rule. Tehran accuses regional states like Qatar, Saudi Arabia, and Turkey of assisting Syrian rebels fighting to topple Assad militarily.

Brahimi and Arab League chief Nabil Elaraby met anti-Assad protesters outside the League headquarters in the center of Cairo on the edge of Tahrir Square, where demonstrators had gathered to bring down Egypt's Hosni Mubarak last year.

The protesters called for the League and other nations to impose a no-fly zone over Syria, to which Elaraby replied: "We cannot. The nations that can impose a no-fly zone on Syria do not want to do so."

State Department to induct 1st American Chef Corps

WASHINGTON (AP) ? Secretary of State Hillary Rodham Clinton believes in the power of food. Over more than three years as America's top diplomat, she has increasingly used cuisine as a tool to bring people together.

Now Clinton is enlisting top-rated chefs from across the nation to join an effort to forge cultural exchanges over the dining table worldwide.

On Friday, more than 80 chefs are being inducted into the first American Chef Corps. These food experts could help the State Department prepare meals for visiting dignitaries, travel to U.S. embassies abroad for educational programs with foreign audiences or host culinary experts from around the world in their U.S. kitchens.

The new Diplomatic Culinary Partnership is part of Clinton's "smart power" philosophy of using "every diplomatic tool at our disposal," said U.S. Chief of Protocol Capricia Penavic Marshall, in a written response to questions from The Associated Press.

Clinton's focus on the role of food in person-to-person diplomacy began when she was first lady and Marshall served as White House social secretary.

Gone is a heavy reliance on French fare or catering menus to serve special guests.

At a February luncheon for Chinese Vice President Xi Jinping, Marshall called on Chinese-American chef Ming Tsai, who owns the Wellesley, Mass., restaurant Blue Ginger. He created a special menu fusing Chinese and American cultures that included an "eight treasured rice packet" with a variety of flavors and gingered Swiss chard.

To feed British Prime Minister David Cameron in March, diplomats chose Chef April Bloomfield, owner of New York's Spotted Pig, who was born in Britain. The menu included slow-cooked Atlantic salmon, herbed lentils, roasted fennel, cauliflower and petite carrots.

"By showcasing the best of American cuisine and creativity, we can show our guests a bit about ourselves," Marshall said. "Likewise, by incorporating elements of our visitor's culture, we can demonstrate respect and a desire to connect and engage."

The State Department also offers snacks or tea to jet-lagged guests with a flavor from their homes to make them comfortable.

Chefs who have prepared a diplomatic meal or special program are being anointed State Chefs, a distinction that comes with a navy jacket with the American flag and their names embroidered in gold. The roster includes Ming, Bloomfield and famed Washington-area chef Jose Andres, who cooked for the 50th anniversary of the department's Diplomatic Reception Room.

Other big names include Bryan Voltaggio, a Maryland chef and runner up on TV's "Top Chef" who prepared dinner for Japan's prime minister, and Rick Bayless of Chicago who cooked President Barack Obama's second state dinner for the Mexican president.

Washington Chef Mike Isabella, who gained fame on TV's "Top Chef," is the first new State Chef to formally represent America's food culture abroad. He's visiting Greece and Turkey on a trip he planned to research flavors for an upcoming restaurant.

For Clinton, he added visits to embassies and restaurants as a culinary ambassador. Isabella has met chefs in Greece and Turkey who want to know more about U.S. advances in moving food from farm to table and building stronger businesses.

"I just think food is the best way to bring people together," he said. "Even if we don't understand what we're saying across the table from each other, we understand how happy we are when we're sitting down together."

Leave It to Beaver: Restoration of Busy Species Could Restore U.S. Landscape

Flow, storage and transformation of materials and energy services performed by beavers if returned to a Utah river basin could add up to $411,000 per square mile

One five-star general in the campaign to save nature is Dr. Mary O?Brien, and she has a thing for beaver, the championing of which she has completely converted me to. In the first place, the quest for beaver has arguably had more impact on American history than the pursuit of any other single natural resource, its influence lasting well over 200 years. Sixty million or so beaver populated North America before 1600, and had a huge effect on the hydrology of the landscape ? beaver dams stored water, slowed its flow and rate of evaporation, slowed erosion and supported a wealth of fish and bird species.? In fact, the extermination of beaver from North America arguably marks the point at which our landscapes began to buckle and slide down the ruinous course we find them on now. Especially in the West, where water has always been an enormous issue and will become more important as climate change affects it, there is a real imperative to put beaver back on the waterways.

As Utah Forests project manager for the Grand Canyon Trust, O?Brien directs the Three Forests Coalition, which puts her in charge of stewardship issues around the Dixie, the Fishlake, and the Manti?La Sal National Forests of southern Utah. These forests are at the core of the magnificent Colorado Plateau. The Trust would like to restore the area with native plants and thereby restabilize the soil; provide sage grouse with the cover of tall grasses and provide pollinators with flowers; protect cottonwood, aspen, and willow from overbrowsing by cattle, elk, and deer; and restore beaver to the waterways.

In October 2010 I joined O?Brien and a cadre of volunteers to assess various swaths of the Fishlake, to measure the presence and health of aspen and willow trees alongside several creeks that run through it. ?These locations all had active beaver sites on them, so we want to see what kinds of conditions they?re dealing with?where they?re choosing to go. We?re measuring how close aspen is, how dense it is, how many old remnants are extant. Same with willow.? (There is not much cottonwood in the area.) ?I want to go where there is beaver, because if that habitat is similar, it?s pretty clear you can reintroduce them to those other sites and have success.?

The twelve or so volunteers for this trip, who have come from all over the country, convene in a little town called Loa, from where we caravan to the spot where we will camp for five nights. O?Brien has us all pull over to observe a forest of aspen that stretches as far as the eye can see. ?This is the Pando Clone,? O?Brien says. ?It may be the largest living organism in the world, though a giant fungus in eastern Oregon might be bigger.? Pando is Latin for ?I spread,? and a declarative statement has rarely been so emphatically evidenced. Not all aspen grow this way, but the Pando has extended its girth by sending underground shoots out from one original seed, which have sprouted to become over 40,000 genetically identical stems that we see as trees. ??Look at the size and height of Pando?s trunks,? she says. ?They?re all about the same. It?s like you?ve walked into a village where there are only very old people, nobody middle-aged, nobody young.? She points out signs of stress on nearby trunks, splotches of disease, bark splitting into ugly cankers. ?Pando is dying,? she says. The aspen are all the same age here because rampant deer, elk and cattle chew the new sprouts to the ground before they can mature.
